This year the Federal Emergency Management Agency updated one of the two flood insurance rate maps which includes the northern portion of the city. This map was updated because of the new bridge on County Road 73. Because the new map has a different effective date, the City is required to update the flood plain ordinance and reference the new map's effective date. The new map shows the same flooding area as detailed in the old map. The only change in the map is that in one area an elevation has changed from 914 to 912 and the legend naming the different zones have changed. staff reviewed the reason for the amendment to the flood plain ordinance. The Flood Plain Ordinance controls the uses wi thin the flood plain. Also within the Flood Plain Ordinance, the City adopts the Flood Insurance Maps which allows residents to purchase flood insurance if they are in an area where flooding may occur. o Has the flood area changed on the new map? The flood area on the new map is the same flood area as the old map. CITY OF HOPKINS Hennepin County, Minnesota ORDINANCE NO. 92-718 ORDINANCE AMENDING THE FLOOD PLAIN ORDINANCE BE IT ORDAINED by the city Council of the city of Hopkins as follows: That section 545.01 be and the following subdivision is hereby amended with the following: Subd. 2. Establishment of official zoning map. The official zoning map together with all materials attached thereto is hereby adopted by reference and declared to be apart of this ordinance. The attached material shall include the Flood Insurance study for the city or Hopkins prepared by the Federal Insurance Administration dated May 5, 1981 and June 16, 1992', the Flood Boundary and Floodway Map dated May 5, 1981 and June 16, 1992, Flood insurance Rate Map dated May 5, 1981 and June 16, 1992 therein. The Official Zoning Map shall be on file in the Office of the City clerk and the Zoning Administrator. That the presently existing Hopkins zoning Ordinance 515-570 is hereby amended and changed in accordance with the above provision. Genellie, city Clerk . . ~ ~ CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 92-94 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING AN APPLICATION FOR AN ORDINANCE AMENDMENT WHEREAS, an application for an Ordinance Amendment 92-718 made by the City of Hopkins is approved. WHEREAS, the procedural history of the application is as follows: 1. That an application for an ordinace amendment 92-718 was filed with the City of Hopkins on September 25, 1992. 2. That the Hopkins Planning Commission reviewed such application on October 27, 1992. 3 . That the Hopkins Planning Commission, pursuant to published and mailed notice, held a public hearing on the application on October 27, 1992: all persons present at the hearing were given an opportunity to be heard. 4. That the written comments and anaysis of the city staff and the Planning Commission were considered. NOW THEREFORE, BE IT RESOLVED that the application for Ordinance 92-718 is hereby approved based on the following Findings of Fact: 1. That the Flood Boundary, Floodway and Flood Insurance Rate Map #270166 0001B effective May 3, 1991 has been amended to Map #270166 0001C effective June 16, 1992.
