HIAWATHA WOODS ISSUES
Proposed Action
Staff recommends the following action "Move to adopt Resolution # 92-
98 naming the city property on the southwest corner of Cambridqe
street and Hiawatha Avenue to "Hiawatha Oaks". and dedicating this
property as passive use."
Overview
The Park Board has reviewed and has made recommendations on certain
issues related to the city's purchase of the wooded property on
Hiawatha Avenue, south of Cambridge street. The City Council has
previously made decisions on some of these issues, and is now being
asked to concur with the Park Board's recommendation on the naming and
use of this property. The Minnehaha Oaks Association has reviewed
these issues with the Park Board and concurs with their
recommendation.

Analvsis of Issues
o What is the procedure for naming and dedicating the use of city
park property?
The city presently does not have a defined procedure for naming
park property, or determining whether the park should be active
or passive. However, the process that we are using in this case
of Park Board review and City Council action seems appropriate
for both issues. Everyone's input including the adjacent
residents is being gathered prior to City Council action.
o Can the name and use of this property be changed at a later date?
staff feels that the name and use of this property can be changed
in the future by simply adopting another resolution. The name or
the use are not being recorded against the property, and as such,
will not require anything but council action to initiate a
change.
o
What were the recommendations from the Minnehaha Oaks Association
on these issues?
The Minnehaha Oaks Association recommended that this area be left
in its natural state for passive use. They also came up with two
names for this area which were:
UThe Hopkins Forest Preservell
"Hiawatha Forest Preserve"
o What were the Park Board recommendations on these issues?
The Park Board concurred with the Minnehaha Oaks Association on
the use of this property and is recommending that the city
Council do the same. They did not however agree with the
Association on the naming of the land. The Park Board felt that
the names submitted by the Association were a little too formal
and represented larger tracts of land. The name that the Park
Board thought would best suit this property is "Hiawatha Oaks".
They did however state that if the Council did not like this
recommendation that they wouldn't mine "Hiawatha Oaks Preservell
as an alternate.
Two Association members were in attendance when the Park Board
discussed naming this property. They understood the Park Board's
reasons for not choosing their names, and felt the name chosen by
the Park Board was acceptable.
Recommendation
staff recommends that council concur with the Minnehaha Oaks
Association and the Hopkins Park Board to leave this land in its
natural state for passive use. Staff further recommends that Council
concur with the Park Board to name this property "Hiawatha Oaks".

CITY OF HOPKINS PARK BOARD
MEETING MINUTES OF SEPTEMBER 21, 1992
The regular meeting of the Hopkins Park Board was held on September
21, 1992, in the Council Chambers at City Hall.
I. Chairperson Darrel McAnnany called the meeting to order at 7:02
p.m.
II. ROLL CALL
Present were Park Board members; Darrel McAnnany, Bill
Schumacher, Ben Cohen, Paul Ahles, Tom Schmidt, and Council
Liaison; Chuck Kritzler. Also present was staff member Lee
Gustafson.
III. MINUTES OF THE AUGUST 171 1992 MEETING
P. Ahles moved and B. Cohen seconded a motion to approve the
minutes of the August 17, 1992 meeting. On the vote; B.
Schumacher, D. Mcannany, B. Cohen, P. Ahles, and T. Schmidt voted
yes. The minutes were approved.
v. BUSINESS
A. HIAWATHA WOODS ISSUES
After a brief discussion on the maintenance of this
property, T. Schmidt moved and P. Ahles seconded a motion
directing staff to coordinate with the Minnehaha Oaks
Association on their biannual "walk through" clean up of
this area. On the vote; B. Schumacher, D. McAnnany, P.
Ahles, B. Cohen and T. Schmidt voted yes. The motion was
approved.
Further discussion on the maintenance of this property
resulted in the Park Board recommending that staff install
bollards adjacent to the Ramsgate property to prevent their
snowplowing from damaging any trees. A brief discussion was
held with Joey Carlson and another member of the Minnehaha
Oaks Association regarding the naming of the project. B.
Schumacher moved and B. Cohen seconded a motion to direct
staff to recommend to the City council that the property be
named "Hiawatha Oaksll. On the vote; D. McAnnany, B.
Schumacher, P. Ahles, T. Schmidt and B. Cohen voted yes.
The motion was approved. Further discussion occurred on
this issue and it was the Board's consensus that the name
"Hiawatha Oaks Preserve" was also suitable for this
property.

RESOLUTION NO. 92-98
A RESOLUTION NAMING AND DEDICATING
THE USE OF CITY PROPERTY
LOCATED ON THE SOUTHWEST CORNER OF HIAWATHA AVENUE AND
CAMBRIDGE STREET
WHEREAS, the City of Hopkins has recently purchased the
above described property; and
WHEREAS, the City Council has determined that the land
should be contained within our park system; and
WHEREAS, the Hopkins Park Board has reviewed the naming and
use of this property and their recommendations are
contained below,
NOW THEREFORE BE IT RESOLVED, that the city council of the
City of Hopkins hereby names the city property located
at the southwest corner of Hiawatha Avenue and
cambridge street "Hiawatha Oaks", and furthermore
dedicates it for passive use there by leaving it in its
natural state.
Adopted by the City Council of the city of Hopkins this loth
day of November, 1992.
