OUTDOOR SKATING RINKS - SET DATE TO BEGIN OPERATIONS
Proposed Action
staff recommends the following motion: Move to begin operation of the
Municipal Skatinq Rinks and Warminq Houses on December 19, 1992.

Adoption of this motion will revise a previous budget cut made by the
Council in response to the state imposition of sales taxes in 1992.
overview
As part of the budget amendments made by the City Council in response
to the imposition of sales taxes on cities, the City council cut
$3,900 from the recreation budget to help balance the City budget. At
that time, the City Council asked that this item be reconsidered later
in the year to determine whether or not adequate funds would be
available to revise this budget cut.
The staff has reviewed the current financial status of the city and
now feel comfortable in recommending a modification to the ice rink
decision. staff is recommending that the city Council initiate
operation of the ice rinks and warming houses on December 19, 1992.
without this action, the ice rinks would have begun on December 27th.
The additional eight days will allow the ice rinks and warming houses
to operate when school Christmas recess begins, the week of December
20th. At the same time, this opening is roughly one week later than
is normally anticipated by the staff. All of these dates are subject
to weather conditions permitting.
Primary Issues to Consider
o What is the status of the General Fund Budget?
The General Fund Budget appears to be on target for 1992 and the
additional of eight days of warming houses should not significantly
impact the budget.
o Why is this action being taken now?
By waiting until November, the staff will have had both a chance to
look at the budget and project forward until the end of the year and
it also allows adequate time for the recreation department to respond
to the change proposed in this report.
