PARKING IN LOT 900
Proposed Action.
staff recommends adoption of the following motion: "continue to
monitor Lot 900 in order to provide information to the city
Council in Mav. 1993 reqardinq whether to once aqain charqe a
permit fee for parking in this lot."
This motion would allow staff to continue monitoring Lot 900, in
order to provide more information, and to bring this issue back
to the city council for action in May 1993.
Overview.
In April of this year the Council passed a motion which approved
a request by business/property owners to make Lot 900 a free,
unrestricted parking area on a temporary basis. The Council
suggested that this Lot then be monitored throughout the trial
period of July 1, 1992 - December 31, 1992, and information
brought back to the Council for action prior to December 31,
1992.
staff has been conducting an ongoing survey of Lot 900 in order
to make comparisons of the usage of this lot between the time it
was a permit lot, and the time when it has been unrestricted to
determine any change in the level of usage. Preliminary findings
have been inconclusive. staff is recommending Lot 900 continue to
be monitored through May of 1993, with a recommendation being
made to the Council at that time.
staff has continued to see several yearly permits being displayed
in Lot 900, which leads to the conclusion that some users may not
know at this time that Lot 900 is currently a free, unrestricted
parking area. After the 1st of the year, upon realizing that this
is a free, unrestricted parking area, the level of usage may
change dramatically. Because of this, staff is recommending
continued monitoring of this lot through May of 1993. If at that
time, a recommendation is passed supporting a change in the
current "unrestricted parking" regulation in this lot, such a
change could easily be implemented beginning July 1, 1993.
