ADOPT RESOLUTION NO. 92-100
SUPPORTING THE DEVELOPMENT OF
INTERIM REGIONAL RECREATION TRAIL CORRIDORS
ON LIGHT RAIL TRANSIT RIGHT-OF-WAY
Proposed Action
Staff recommends the following action "Move to adopt Resolution
#92-100 supportinq the development of interim reqional recreation
trail corridors on Liqht Rail Transit right-of-wav.1I
Overview
The city of Hopkins has been working with Hennepin Parks over the
past year to try and develop regional trails on Light Rail
Transit right-of-way. Hennepin Parks has recently worked out an
agreement with Hennepin County to allow this to occur and has
e also allocated $250,000 to get this project started. They are
however, requesting all the affected cities to adopt resolutions
of support to assist them in obtaining additional funding.

. Analysis of Issues
o Does adopting this resolution commit the city to any
obligations?
Adopting the attached resolution does not commit the city to
any financial obligations. The resolution serves only to
show city support for the trail development, and the need to
have the trail developed, signed, and managed by one
regional recreation agency. The city will however have
ample opportunity prlor to the trail construction to glve
input into how the trail will be managed.
o What is the timing of this project?
Hennepin Parks is presently meeting with all of the cities
to gather input for the feasibility report. The report
would be completed by mid-January with bids and construction
hopefully following in the spring.
o What was the Park Board's recommendation on this issue?
The Park Board has been one of the driving forces in Hopkins
to get these trails developed. They were quite pleased to
hear that Hennepin Parks is in the planning stages of the
. trail development. They reviewed Resolution 92- on Monday,
November 16, and passed a motion recommending that the city
council adopt a resolution of support for this trail
development.

to get this project underway and employed Barton-Aschman
Associates to work with Hennepin Parks and local units of
government on planning, design, and operations of these
LRT/Regional Trail Corridors. A copy of our agreement with
Hennepin County is enclosed for your reference.
To start this initiatlve, Terry Schwerm and the Clty of
Mlnnetonka have agreed to host an information meeting on
Tuesday, October 13th, at 1 :00 p.m. This session will be held
at the Minnetonka Clty Hall, 14600 Minnetonka Boulevard, in the
Council/Commission Room.
All affected cities are encouraged to participate and have a
representative present. In additlon to myself, Del Miller,
Hennepin Parks Trails Coordinator, and Barry Warner from
Barton-Aschman will be in attendance.
It is the Park Dlstrict's intent to work with each munlcipa1ity
and complete the planning and design for the temporary trail
corridors <realizing that some segments are already finished)
by January 1, 1993. Subject to our Board's approval, we would
like to be under construction next summer. Hennepin Parks also
deslres to develop a uniform operations plan for these trai1-
e ways which would also be accomplished by worklng'with the local
units of government in the next few months.

The Park District is requesting that the City Council consider an official resolution
of support for this project for Hennepin Parks to use as an example of
intergovernmental cooperation and commitment in fundraising applications.
Attached is a "sample" resolution that can be modified to express the sentiments
of your council. Also attached for your information is a copy of Hennepin Parks'
"Greenways to the Future" brochure which identifies the vision for regional trails
in Suburban Hennepin County. Additional copies of this publication are available
upon request.
In order to support our joint commitment to this endeavor, the Park District would
appreciate your immediate consideration of a resolution of support. Please advise

WHEREAS, The Suburban Hennepin Regional Park District (Hennepin
Parks) has entered into a Permit Agreement with the Hennepin County Regional Railroad
Authority (HCRRA) for the interim use and management of light-rail transit corridors located
between the Cities of Hopkins and Chanhassen and the Cities of Hopkins and Victoria for
regional recreational trail purposes; and
WHEREAS, these/ (this) Trail Corridor(s) traverses the City of and will
benefit the citizens by creating a non-motorized, off-road transportation link and recreational
trail through the western suburbs which is proposed to eventually connect to the City of
Minneapolis as well as other Regional Trail Corridors in the Metropolitan Area; and
. WHEREAS, the City recognizes the advantages to the public in having
the trail consistently developed, signed and managed by one regional recreation agency with
the cooperation of and in coordination with local municipalities, and
WHEREAS, Hennepin Parks has in the operation of its regional parks,
park reserves and the North Hennepin Regional Trail corridor demonstrated its knowledge
and experience in designing, administering, and maintaining high quality and publically
