1993 HOPKINS HOME REMODELING SHOW
Proposed Action
staff recommends approval of the following motion:
Authorize staff to undertake orqanization of a "1993 Home
Show" and authorize execution of a contract with Affordable
Suburban Apartment Partnership (A.S.A.P.)
with approval of this action, staff will begin planning for
the 1993 Home Show including retaining the services of a
consultant, establishing a date and reserving a location,
organizing and marketing the event.

Sponsoring a home remodeling show was a recommendation of
the 1992 Housing Analysis Report recently adopted by the
city Council. The intent of the event is to encourage
Hopkins homeowners to make improvements to their property.
Through the Home Show, homeowners will have the opportunity
to meet with a variety of contractors, suppliers and City
representatives and have their questions answered regarding
home remodeling.
The event will be held in the early Spring of 1993 at the
Hopkins Activity Center. There will be approximately 50
booths, product demonstrations and prizes.
Both Norwest Banks and First Banks have indicated they are
willing to provide some financial assistance for the event.
If approved by the Council, staff will request each lender
to contribute $500.

Analysis of Issues
o What are the details of the Home Show, as recommended
by staff?
The Home Show will be held on a Saturday in early Spring
1993 at the Hopkins Activity Center. Planning and
organizing of the event will be the responsibility of the
Housing Coordinator with assistance from Bill Schatzlein of
the Affordable Suburban Apartment Partnerships (ASAP).
The Show will feature a variety of booths displaying various
services relating to home remodeling. Examples include
general contractors, interior decorators, landscaping firms,
plumbers, electricians, and window manufacturers. The city
will also have a booth at the Show and staff from the
Inspection and Planning Departments will be available for
questions.

The Home Show will be advertised through the City's
Newsletter, the local cable station, and the Sun Sailor.
Flyers advertising the event will also be distributed
throughout the City. Additional marketing may be undertaken
through the use of a billboard and possibly paid advertising
in the Sun Sailor.
o What are the benefits of the proposed event?
The goal of the Home Show is to encourage home
repairs/remodeling within the city of Hopkins. Due to the
age of the City's housing stock and the change in family
lifestyles, much of Hopkins housing stock is outdated or in
need of repair. Through the Home Show, homeowners will be
encouraged to undertake home improvements, thus improving
the image of the City and our housing stock.
Additionally, the Show will generate business for local
contractors, suppliers and lenders helping to support the
local economy.
o What will the event cost and what will be the funding
source?
The costs associated with undertaking this project would as
follows:

Advertising and personnel costs will be held to a maximum of
$500. The remainder to the project budget will consist of
consultant fees for A.S.A.P., not to exceed $10,000.
Funding for the event will come from three sources. Staff
is requesting $2,000 from the #213 Housing Rehabilitation
account to be matched by $1,000 from Norwest Banks and First
Bank of Hopkins. The majority of the project funds will be
generated through the sale of booth space.
Any excess funds will be used to establish a fund for future
events.
o What are the specifics of the contract with A.S.A.P.?
The contract with A.S.A.P. will require the following:

o Program budget not to exceed $10,000; $3,000
guaranteed, remainder to be provided if generated
through booth sales
o Require A.S.A.P. to provide overall coordination of
the event
o Minimum of 50 venders participating, with preference
given to local businesses
o Minimum of 3 product demonstrations
o Why is A.S.A.P. being recommended to assist in
organizing the event?
A.S.A.P. has been recommended to assist in this effort
largely due to Mr. Schatzlein's involvement with the City of
Richfield in organizing their 1992 Remodeling Fair. Staff
at Richfield have indicated that organizing such an event is
extremely time consuming and they were greatly assisted by
Mr. Schatzlein's expertise and commitment to the project.
Mr. Schatzlein has also agreed to work on the project on a
speculative basis; the majority of his compensation coming
from the proceeds from the sale of booth space. As a
result, his success in soliciting venders will be directly
related to his compensation.
Based on discussions with the cities of Richfield and
Minneapolis, staff feels that the Show could not be
organized solely by City Staff without negatively affecting
other responsibilities such as administering rehabilitation
loans and grants.

Back.ground Information
This home remodeling program responds to some of the issues raised in the 1992
Hopkins Housing AnalysIs Rep()(t. Some of those Issues Include:
"Less demand for rental units and starter homes. Hopkins housing stock is largely
comprised of multifamily and entry level housing, These types of housing units are
usually occupied by younger adults, 19 - 29 years of age. This group IS expected to
decrease substantially during the 1990's".
"Hopkins housing stock is aging. Cun-ently. over 50% of the housing stock is 20 years
old or older, more than 30% is over 30 years old. These structures have an mcrease
need for maintenance and updating".
"Image of the City has an effect on the real estate market. The overall image of the City
by Its reSIdents and non-resldents IS an important factor in maintainIng the City's
property values",

Program Objectives:
Remodeling program objectives include. Providing homeowners, and prospective
homeownt;!rs with (1) Remodt;!hng ideas and techniques (2) Advice about working with
remodeilng profeSSIonals (3) Information about city requirements (4) FInancing
alternatives (4) examples of interesting remodeling projects in the community (5)
encouragement that the remodeling process can be "user friendly",

In order to carry out the progam objectives outlined above AS.A.P, is prepared to
assist the City of Hopkins in planning and hosting the 1993 Hopkins Home Show,
The Home Show may Include the following elements (1) exhibits provided by
professionals in the field of remodeling and home improvements (2) Workshops that
provide information and advice on various remodeling and home improvement topics
(3) a drawing for prizes that have been donated by local businesses, (4) entertainment
and food.
The role of the Affordable Suburban Apal1ment Partnership Wept opose to assist the
City of Hopkins by serving as the prog-am coordinator for this 1993 Hopkins Home
Show. In order to plan, and Implement. this program A.S,A.P,will coordinate the
activities of Hopkins city staff and a technical advisory committee made up of
volunteer professionals in the field.
Program Schedule
We propose that the planning for this 1993 Home Show be completed du,-ing the next
six months so that the Home Show can be held in the spring of 1993. During this six
month period A S.A. P will prOVide all of the necessary program coordination so that
the Home Show can be implemented in the spring of 1993.
Program Budget
The costs associated with the planning for the Home Show during this six month
period, are primarily the pt-og-am costs to cover staff time for A.SA.P. staff, The budget
for these program costs will not exceed $10,000. This budget will include a very
limited amount of funds for advertising and promotion of the Home Show. For this
reason we will ask the City of Hopkins, civic groups such as the Chamber of
Commerce, and the School District to help promote this event.

Next Step
If the City of Hopkins would like to wor"k with A. S.A.P. to provide program coordination
tor the 1993 Hopkms Home Show we will prepare a formal agreement based on the
terms outlined in this proposal That agreement will be signed by the City of HopkIns
and the Affordable Suburban Apartment Partnership
