Staff recommends adoption of the following motion: Move to reaffirm previous decision to not place a bus shelter at the east bound MTC bus stop located at the southwest corner of Ninth Avenue and Mainstreet, adiacent to the plaza. overview. As a part of planning for the Mainstreet Improvement project, the Design Review Committee reviewed and made recommendations on bus stop locations along Mainstreet. One of these locations is the east bound stop located at the southwest corner of Ninth Avenue and Mainstreet directly adjacent to the plaza. As a part of this decision making process, it was decided that shelters would be located at all east bound stops with the exception of Ninth Avenue. In the case of the Ninth Avenue stop, it was specifically decided to not place a shelter at this location. This decision seemed to be based on concerns as to how a shelter would relate to the adjacent plaza from an esthetic perspective. There were also concerns that a shelter would block the view of the plaza from Mainstreet. The bus stop adjacent to the plaza has been in operation for approximately one year. During this time, and more specifically during the last several .months, the City has received several comments or complaints regarding the :J.eed for a bus shelter at this location. As a result, staff reopened discussions on this matter with the Business council and desires to review the matter with the city Council as well. Recently, the Business Council reviewed this issue, the possible location of a bus shelter and shelter designs, and made a recommendation that the City reaffirm its previous position and not locate a bus shelter on the subject site. This recommendation/position seemed to be based on the premise that no circumsta~ces had changed since the Design Review Committee's previous recommendation. As a result, the Business council did not see a need to change its position on this matter. Also, the owner of the property directly adjacent to the plaza indicated he has not experienced any negative ramifications to his property due to the lack of the shelter. Over the course of the last year, and in particular the last several months, City staff has received several phone calls from MTC patrons questioning whether a shelter would be placed at Ninth Avenue and Mainstreet. The MTC patrons indicated that they desired a shelter to provide them relief during the cold winter months as well as during rainy periods in the spring, summer, and fall. Although this request is not unusual, staff felt that perhaps this matter should be discussed once again to insure that the city's position on this matter was clear. o Where would the shelter be located? Attached is a drawing illustrating the possible location of a 5 foot 6 inch by 12 foot 6 inch shelter. The shelter would be located on the node along Mainstreet, set back from Ninth Avenue. The shelter would not be directly in front of the clock tower. You will note on the drawing that locating a shelter as proposed will provide sufficient room for pedestrian movement between the shelter and plaza. o What design alternatives the related costs? .Attached are drawings of four each option are as follows: are available for the shelter and what are design alternatives. The estimated cost for Option 1 - MTC supplied shelter with asphalt shingles $1,150 Option 2 - MTC supplied shelter with slate roof. Contingent upon suitability of structure to support the weight of the slate roof - $2,000 Option 3 - Custom built shelter with slate roof - $5,800 option 4 - Custom built shelter with brick seat wall to match plaza and slate roof - $8,800 At this point, staff has not identified any funding source to be used for the construction of the shelter. However, if the Council were interested in pursuing the shelter idea further, staff would suggest that a design alternative be picked on a general basis to allow for further work to be done, as well as allow staff the ability to determine funding sources. Ed Stiele remarked that he was unsure of the use of the bollards. His feel ing was the cost is too high to justify the use of this amenity. Erkki la passed out pictures of the Osseo streetscape that depicted a more intense use of bollards. After considerable discussion. the DRC unanimously approved the plan as presented. 3. Kiosks: A kiosk detail was handed out. Tim Erkki la mentioned the unit prices compared favorably with the Concept #5R plan al lowing the accomodation of two or-three units within the streetscape. Three locations were identified for the p(acement of the kiosks. The DRC members questioned the need tor the kiosks citing them as a potential eyesore. Most of the members agreed a kiosk should be placed in the Plaza area at 9th Avenue. It was decided to eliminate the kiosks within the streetscape, placing an attractive unit in the Plaza area. 4. Plaza Desiqn Detai Is -- 9th Avenue and Mainstreet: A detail design plan sheet was handed out tor Plaza design. Concept C. Tim went thru the Plaza design and explained the cost was very simi lar to Concept A. Erkkila indicated that Concept C had a few revisions. based upon feedback from DRC members. from Plaza Concept A which was approved at the February 7th DRC meeting. Several comments were. made during the discussion. a) Based upon the earlier discussion in this meeting relative to the bus stoP. Erkkila indicated he would add the nodes on the corner and tie the brick pavers into the Plaza. Redepenning said he was not in favor of a bus shelter at this location. Erkkila commented the shelter would block the view of the Plaza from Mainstreet. It was agreed to eliminate the bus shelter. but place a kiosk in the Plaza area. b) Hanlon suggested we cut the size of the Plaza by approximately 1/2 and add parking adjacent to the alley in the southerly portion of the Plaza property. After discussion on this point it was decided by the DRC to approve Concept C with the revisions mentioned. 5. Banners. Christmas Decorations: Erkki la distributed drawings indicating the relationship of the Christmas decorations to potential conflicts with bus traffic. He indicated the old decorations would work if the mid-level lighting poles/fixtures were at a minimum 17 feet high. He also pointed out how the banners would be attached to the lighting poles.
