RECOMMENDED ACTION
MOTION TO Adopt Resolution 2025-002 Approving the Charitable Gambling Premise
Permit for Hopkins Raspberry Festival at Bear Cave Brewing located at 1201
Mainstreet, Hopkins.
OVERVIEW
The Hopkins Raspberry Festival has applied for a gambling premises permit to conduct
lawful gambling at Bear Cave Brewing which authorized a lease agreement for use of
their space located at 1201 Mainstreet.
The City Council must approve a premises permit before the State Gambling Board will
approve it. Minnesota cities do not license lawful gambling. The State Gambling Board
is the licensing authority who regulates lawful gambling. Licenses issued by the State
are perpetual and valid unless suspended or revoked or terminated by the organization.
The State conducts the compliance reviews, site inspections, and civil investigations.
The Minnesota Department of Revenue collects state lawful gambling tax and conducts
tax audits.

RESOLUTION APPROVING THE CHARITABLE GAMBLING PREMISE PERMIT FOR
HOPKINS RASPBERRY FESTIVAL AT BEAR CAVE BREWING
LOCATED AT 1201 MAINSTREET, HOPKINS
WHEREAS, Hopkins Raspberry Festival has requested a Charitable Gambling
Premise Permit at Bear Cave Brewing, 1201 Mainstreet in Hopkins; and
WHEREAS, such permits are issued by the Minnesota Gambling Control Board
pursuant to Minnesota Statutes 349.16; and
WHEREAS, Hopkins Raspberry Festival will be responsible for operating and
managing the lawful gambling activity on the premise and will comply with all applicable
requirements of city code and state statute; and
WHEREAS, Minnesota Statues 349.213, Subd. 2, provides local government approval
or disapproval of such applications prior to issuance of the permits ; and
WHEREAS, Hopkins Raspberry Festival is a qualified organization.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins
hereby approves the Charitable Gambling Premise Permit application submitted by the
Hopkins Raspberry Festival to conduct charitable gambling at Bear Cave Brewing, 1201
Mainstreet, in Hopkins.
Adopted by the City Council of the City of Hopkins this 7th day of January, 2025.
