Proposed Action.
Staff recommends the following motion: Move to approve Resolution 97 -71, authorizing
application to the Metropolitan Council for planning assistance grants.
Overview.
All communities in the metro area are required to update their Comprehensive Plan by
December 31, 1998. The Minnesota Legislature authorized the Metropolitan Council up to
$1 million to provide a planning assistance grant and loan program to assist local communities
in meeting comprehensive planning requirements. The City of Hopkins is applying for a grant
to assist in the cost of updating the Comprehensive Plan. With the grant, the City will be able
to contract with a consultant to provide assistance in the updating of the Hopkins
Comprehensive Plan. The staff is obtaining bids for the assistance. The estimated cost will be
in the range of $20,000 to $25,000. The maximum grant amount allowed for each community
is approximately $20,000.

RESOLUTION AUTHORIZING APPLICATION TO
THE METROPOLITAN COUNCIL FOR A PLANNING ASSISTANCE GRANT.
WHEREAS, the City of Hopkins is required to update the Comprehensive Plan by
December 31, 1998.
WHEREAS, the Minnesota Legislature authorized the Metropolitan Council up to one
million to provide a planning assistance grant and loan program to assist local communities in
meeting comprehensive planning requirements.
WHEREAS, the City of Hopkins is applying for a grant to assist in the costs of updating
the Comprehensive Plan.
WHEREAS, the City of Hopkins will be using professional services to provide assistance
to the city staid in the updating of the Hopkins Comprehensive Plan.
NOW, THEREFORE, BE IT HEREBY RESOLVED that the Hopkins City Council is
authorizing application to the Metropolitan Council for a planning assistance grant.
