Staff recommends adoption of the following motion: Move that Council authorize Change Order No. 1 and authorize an additional $4,992 in engineering fees as they relate to Lift Station No. 5 Replacement, City Project #96 -02. Overview. Lametti and Sons, Inc., the successful bidder on this project, has proposed changes to this project which reduces the construction cost by $18,520. The consulting engineer, SEH, has reviewed the proposed changes to ensure the project will still meet our intent and be acceptable in terms of engineering and construction standards. The changes are based on using the existing wet well to house the new lift station wet well and using the existing dry well area to house a valve vault. The major benefit is due to decreased excavation and new piping costs. The construction cost will drop from the contract amount of $275,029 to $256,509. The additional engineering fees were necessary to analyze the contractor's proposal and revise the plan sheets. The engineering fee budget increases from $43,008 to $48,000. Staff Recommendation. The proposed change has been reviewed and approved by the consultant engineer and City staff. The net cost adjustments are fair and reasonable. We have completed our discussions with Lametti and Sons regarding an option which makes concessions on only one design criterion, that of the grade of the driveway. The original and alternate bids as received on May 13 met all of the City's design criteria, with the alternate bid being chosen for project award. The revised project we have been discussing with Lametti and Sons is generally consistent with the alternate bid, with the exception that the lift station wet well would be constructed within the existing wet well of the existing lift station, thereby saving on manhole, piping, and installation costs. The control and generator building is planned to be approximately two - thirds as large as the existing building on site. The alternate bid included reconstructing the control and generator building with the westerly wall matching the location of the existing westerly wall. The project as now proposed by Lametti and Sons would reconstruct the building with the easterly wall even with the easterly wall of the existing building. This would allow for the driveway (of which there is none on the site at this time) to be constructed on the west end of the building such that maintenance vehicles could back up to the lift station constructed within the existing wet well. The resulting driveway grade from Excelsior Boulevard down to the surface of the lift station is steeper than desirable, but deemed tolerable by maintenance staff. Again, this appears to be the only design concession necessary to capture the cost savings offered. The specific changes to the project are documented on revised plan sheets and the enclosed change order. The net effect is a decrease in construction cost of $18,520. This would be partially offset by the engineering cost necessary to revise the drawings consistent with the contractor's concept for firm pricing and construction by the contractor. Description: 1. The new pumping station shall be constructed as shown on Plan Sheets 2 and 3 except as follows. It shall be constructed inside the existing wet well The interior of the existing wet well shall be gutted and water blasted. The pump base shall be set at elevation 866.2. The cover slab shall be replaced with a poured slab as shown on Plan Sheets 6, A2, and S2. Coal tar epoxy will not be required for the wet well exterior surface. Annular spaces between the structure walls shall be filled with lean mix backfill. 2. The 18 -inch gravity sewer will no longer be necessary. Bid Item 24 will be replaced with "Connect to Existing Influent Line" which shall include all work necessary to connect the 18 -inch RCP pipe at the existing north wet well wall to the new wet well wall, including ductile iron pipe, fittings, labor, equipment, and other material. 3. The equipment shown in the new valve vault as indicated on Plan Sheets 2 and 3 shall be installed in the existing dry well beneath the new building. 4. The MCES meter vault and RTU shall be relocated as indicated on the revised Driveway and Landscape Plan. 5. The new forcemain shall be installed in the same alignment as the existing forcemain. Instead of abandoning the existing forcemain on site, it shall be removed and disposed of. 6. The required period of bypass pumping will increase. The bypass operation includes resetting the existing gravity sanitary sewer manhole cone to finish grade. 7. The doorway for the new generator and pump control building shall be on the west wall facing the wet well. 8. The pump control panel shall be installed on the west wall on the south side of the door. 9. The intake louver for the generator shall be installed on the south wall. 10. The exhaust louver shall be installed on the east wall. 11. The day tank shall be located in the southeast corner. 12. Electrical and mechanical equipment layout shall be fully documented by contractor with shop drawings. 13. The generator and pump control building shall be constructed according to Plan Sheet A2 as revised and Plan Sheet S2. 14. The final site layout shall be as indicated in the revised Driveway and Landscape Plan. 15.
