APPROVE 1997 - 1999 POLICE OFFICER'S CONTRACT

Proposed Action
Staff recommends that the Council approve the following motion: Move approval of the 1997, 1998 and 1999
Contract for the Hopkins Police Officer's Association, L.E.L.S. Local #151.
This action will ratify the 1997, 1998, and 1999 contract for the police officers.
Overview
The contract calls for a 2.5% wage increase effective January 1, 1997 and a .5% wage increase effective June 1,
1997. The contract also contains a 3% wage increase in 1998 and 1999. There is a increase of $10.00 per
month for health, life, and dental insurance in 1997, $15.00 in 1998, and $20.00 in 1999.
Primary Issues to Consider
How does this agreement fit in with the 1997 budget?
The City budgeted 2.5% for cost of living adjustments and $15.00 per month for benefit increases. The total
cost of the proposed settlement is approximately $1,000 more than what was budgeted. The additional
money will come from contingency funds.
How does this agreement compare to other contract settlements for 1997 in terms of wage and benefit
increases?
The wage increase is higher then the other union settlements. The City and the police union had reached an
impasse during negotiations. The two sides went to mediation on May 30. If a settlement had not been
reached during mediation, the next step was binding arbitration. During an arbitration both the union and
the City would have presented their case and it is not possible to predict what the decision would have
been. The final decision could have cost the City more than what has been agreed to or it could have cost
less or it might have been very similar to the proposed settlement. Whatever the outcome, arbitration
would have taken several months and considerable staff time before any decision was made.
What is the Uniform Settlement Form?
The Uniform Settlement Form is a form mandated by the state of Minnesota which must be presented to the
City Council which each contract settlement. The increase shown on this form . may differ from the
percentage increase listed above because the settlement form contains such items as benefit increases, the
increase in state pension due to the wage increases, and any step increases which individual union members
may receive during the course of the contract. It is presented for your information.
