CR 97-134 Consider Excelsior Boulevard Lighting DesignCouncil Report 97 -134 Consider Excelsior Boulevard Lighting Design Proposed Action. Staff recommends adoption of the following motion: Move that Council approve Excelsior Boulevard lighting design as presented. Overview. In the past 9 months, staff has brought various landscaping elements (landscaping plantings, median landscaping & paving, screen fence and monument) to Council for consideration and approval. At this time, staff requests Council consideration of pedestrian -scale street lights fixture design, location and color. Bruce Chamberlain, Hoisington - Koegler Group, Inc. will present a pole and fixture sample and color sample at the meeting. Primary Issues to Consider. Lighting Installation and Maintenance 0 NSP is currently preparing a proposal for City consideration. The proposal will include installation and maintenance of the lighting system. After thorough review and possible negotiation with NSP, staff will request Council action on a proposed contract. Lighting Purchase and Installation Budget The current budget is $328,000. In preparation for the City Council meeting next Tuesday, I wanted to gather all of the lighting information we have to date and pass it along to you. Lighting design issues will be discussed with the Council on Tuesday and price information from NSP covering supply, installation and maintenance will be discussed at a future Council meeting. As you know, pedestrian lighting is proposed for Excelsior Boulevard, the first phase of which will be installed in 1998 from Shady Oak Road to roughly 9th Avenue. The poles and fixtures are proposed to be manufactured by King Luminaire. In our opinion, King is among the highest quality street light manufacturers available. We understand that the City is at least somewhat disappointed with the quality of the Main Street lights and we want to emphasize that the lighting proposed for Excelsior Boulevard is higher quality and pays closer attention to design detail. The design intent is for the street lights along Excelsior Boulevard to reflect the character of the Main Street lighting but also to be distinctive. The poles will be a smooth tapered extruded aluminum shaft 15' in height. The pole base will have decorative fluting similar in character to the Main Street lights. The capital of the pole will also have decorative fluting. The fixture will be a high performance acorn style. The color is proposed to be a very deep raspberry color (much more elegant than the brighter raspberry color we discussed early in the process). The poles will be spaced 120' apart and will be opposite one another along the street. Aluminum poles are being proposed because they will resist the harsh conditions of the county road better that other materials. The color proposed is not a standard color for NSP poles but it would not mean any additional cost to the City. The only impact a custom color has is that it means the City has to have replacement poles on hand for NSP to access when needed. Assuming the City accepts the NSP maintenance agreement, the lighting and electrical will be completely installed and maintained by NSP. NSP is currently working on detailed cost estimates and at this time we expect the lighting to come in at the preliminary budget established. A pole and fixture sample and color swatches will be brought to the Council meeting for review. In addition to the lighting, we would also like to briefly discuss a small modification to sidewalk paving at the 1 lth Avenue intersection to better tie the paving character to Main Street.
