Subject: July 1 Stormwater Flooding Problems

This memo will provide information and current status of actions regarding areas which
experienced flooding during the July 1st rainstorm. It is anticipated that several
residents from the 6 Avenue North /3 Street North area will request to speak during
the Public Input time at the July 15 City Council Meeting.
The residents in the area of 6 Avenue North a Street North intersection are
concerned about flooding which has historically occurred in this area and has occurred
several times this year. I believe each of you has a copy of a July 7 petition stating that
the signers are extremely interested in all investigations and improvements
implemented or proposed regarding this street flooding. The signers represent the
properties shown on the attached map.
As I mentioned in the July 3rd City Council Update, there was some property damage
caused by flooding from the July 1 st storm. One of the areas which suffered from
property damage was near the 6 Avenue North /3` Street North intersection. This
intersection had flooded previously on June 15 and again, to a smaller extent, on June
20 Prior to the July 1 storm, I had been given pictures of street flooding from the
June 15 storm; witnessed the storm sewer backup and minor flooding on June 20 ;
spoke with several area residents; and had begun investigating this area as a local low
area which could benefit from a storm sewer improvement project. Currently, RCM, Inc.
(Hopkins storm water /drainage consultant) is doing an abbreviated feasibility report , to
identify some improvement options and costs. Staff will attempt to work a 1998 project
into the proposed 1998 - 2002 CIP.
The residents have also complained of water flowing into basements from the floor
drains during the heavy rainstorms. A sewer televising contractor has been hired to
view the existing sanitary sewer services from homes in this area to ensure there are
no improper connections causing rain water to enter the sanitary lines. This work must
be done from within the homes. City personnel will initially contact selected residents.
Then, the contractor will call next week to schedule appointments. Information from the
video tapes will include condition of sanitary service pipe (roots, cracks, blockages) as
well as if there are any improper connections. We will inform the individual residents of
the videotaping results.
Other areas which experiences flooding and water in garages included the alley area
just south of 1 Street North and between 17 t and 18 t Avenues North and the alley
area between 13 and 14 Avenues North and north of Maetzold Field and the regional
trail. Staff believes that flooding at the 17 /18 Avenue -1 Street North location was
exacerbated by blockages in inlets in the construction area on the north side of 1s
Street North. This caused more water to run overland into this alley area.
Staff intends to also investigate the area north of Maetzold Field to determine if
anything can be done to prevent similar flooding during extreme storms.
