BETWEEN 11TH AVE NO AND 12TH AVE NO
NORTH SIDE OF HOPKINS CENTER FOR THE ARTS
AND ADD ADDITIONAL HANDICAP PARKING IN LOT 500

Proposed Action.
Staff recommends adoption of the following motion: "Move that Council
approve one -way alley traffic flow from west to east between 12th Avenue
North and llth Avenue North (north side of HCA). In addition, add an
additional (3) three handicap parking stalls to parking lot 500. "
Overview.
Under current conditions the alley under consideration is presently a two-
way traffic flow alley. Due to the construction /design of the. Hopkins
Center for the Arts, traffic flow from west to east will accommodate the
limited parking area on the north side of this facility and also assure the
loading zones to be utilized on the westerly end of the facility. This
pattern of traffic flow will not allow traffic flow to access this alley
from 11th Avenue No which is presently becoming congested due to other
local business in this area. Another issue of safety, whereas a right turn
lane has been established on llth Avenue No (S.B) on to Mainstreet, traffic
flow attempting to turn westbound into this alley would increase potential
of vehicle accidents and potential traffic back -ups. Furthermore, this
directional flow is compatible with an already established pattern on the
North side of Mainstreet, excluding the alley area of parking lot 500.
Vehicle parking for the Hopkins Center for the Arts is very limited due to
space and design along the north side of this facility. Under present
design, only one (1) handicap /van accessible stall is availabl of the
total (4) four parking stalls. The needs are imminent of additional
handicap parking for potential users. As a result of reviews, staff
proposes to install (3) three additional handicap parking stalls in th Lot
500 addition (north of Boston Subway) abutting the present handicap parking
stall. One of these stalls would also be required to accommodate a van
accessible parking stall. The handicap pedestrian crossing to the Hopkins
Center for the Arts from Lot 500 requires users to utilize the signalized
intersection at llth /Mainstreet for safety reasons.

Alley traffic flow would follow design needs of Arts Facility and also
established alley directional flow.
o Additional Handicap Parking
Additional Handicap Parking will meet the possible needs of users for
Arts Facility as to the proposed programs of the Arts Facility. There
will be a loss of three regular vehicle parking stalls in the Lot 500
addition. The total number of parking stalls in the Lot 500 addition
will be 20.
