CR 97-152 Approve Plans Hopkins PlazaAugust 27, 1997 Proposed Action. Staff recommends adoption of the following motion: Move that Council adopt Resolution 97 -86, Resolution Approving Plans and Specifications and Authorizing Bids - Hopkins Plaza Storm Sewer Project 97 -08, Ov rview. In May of this year staff ordered a feasibility report to study a storm sewer project at the Hopkins Plaza /Hopkins Home Center site with the view of undertaking a project by fall of 1997. Council at its August 5 meeting approved an RCM Associates' report and authorized the consultant to develop project plans and specifications. Those plans are now before Council for final approval. O Project plans O Resolution 97 -86 Jo es Gessele Engineering Superintendent 0 0 K APPROVE PLANS AND AUTHORIZE BIDS HOPKINS PLAZA /HOPKINS HOME CENTER STORM SEWER Council Report No. 97 -152 Analysis Project description The consultant proposes installing an 18 -inch storm sewer pipe between the Hopkins Home Center site and the Hopkins Plaza Apartment complex. Points of connection will be an existing 18 -inch storm sewer stub in 8th Avenue South near the southwest corner of the Home Center and a catch basin /manhole at the southeast corner of the Home Center in a vacated alley. The engineer proposes partial open trenching for laying of pipe but recommends pipe jacking over a minimum 135 feet of the project. Jacking or directional boring is called for to protect adjacent building basement walls and to reduce the impact on landscaping (trees, sidewalks, parking lot) and buried electrical cable. The catch basin /manhole structure in the alley R.O.W. near the southeast corner of the Home Center will continue to take on drainage from a combination roof rain leader and catch basin to the north, a storm force main from the Hopkins Plaza underground garage to the southeast, and an existing 18 -inch storm sewer that drains 7th Avenue South as well as an alley between 6th /7th Avenues South. Construction is projected to begin by October and be completed by November 1. All attempts will be made to keep traffic disruptions on 8th Avenue to a minimum. Costs The consultant has estimated construction costs to total $49,100. TIF revenues are the anticipated funding source for this project. RLM DRAWN . 11 D k CHECKED RLM V) 1— z tJ 0 LJ ee (/) 0 (/) z 1 z 0_ WHEREAS, pursuant to Council action taken on August 5, 1997, plans and specifications for construction of storm sewer between Hopkins Plaza Apartments and Hopkins Home Center have been prepared by RCM Associates, and have presented such plans and specifications to the Council for approval, NOW THEREFORE BE IT RESOLVED, by the City Council of Hopkins, Minnesota: 1. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice, at least fourteen days before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10 A.M., on the 18th day of September, 1997, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and consultant engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids, and the award of a contract, at the regular City Council meeting of October 7, 1997. Adopted this 2nd day of September, 1997.
