Approve Minutes of the January 7, 2025 regular meetingHOPKINS HOUSING AND REDEVELOPMENT AUTHORITY REGULAR MEETING PROCEEDINGS TUESDAY, JANUARY 7, 2025 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins Housing and Redevelopment Authority was held on Tuesday, January 7, 2025, at 6:30 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Board Chairperson Hanlon called the meeting to order with Board Members Hunke, Goodlund, Kuznia and Garrido attending. Others attending included Executive Director Mornson. ADOPT AGENDA Motion by Garrido. Second by Hunke. Motion to Adopt the Agenda. Ayes: Hunke, Goodlund, Garrido, Kuznia, Hanlon. Nays: None. CONSENT AGENDA Motion by Kuznia. Second by Goodlund. Motion to approve the Consent Agenda. 1. Approve Minutes of the December 2, 2024 Special Meeting 2. Approve Minutes of the December 17, 2024 Special Meeting 3. Approve Disbursements through December 14, 2024 Ayes: Hunke, Goodlund, Garrido, Kuznia, Hanlon. Nays: None. PUBLIC HEARING IV.1. Approval of Hopkins HRA 5-Year Plan and the Annual and Five-Year Action Plan, Public Housing Operating Budget and 2025 Capital Fund Program Public Housing Manager Mohamed presented an overview of these items. The objective of the Annual and Five Year plan is to describe the plans for capital projects over the next five years at the Hopkins HRA-owned Public Housing Building, Dow Towers. The plan details the needs and priorities for upcoming improvement plans and provides cost estimates. Federal regulations require the Hopkins HRA to submit these plans and additional forms and paperwork to the U.S. Department of Housing and Urban Development (HUD) following a public hearing and HRA Board approval. Mr. Mohamed continued with an overview on the Public Housing Operating Budget and 2025 Capital Fund Program. Each year the Hopkins HRA is required by HUD to develop and approve a budget for the operation of the 76 units of Hopkins HRA-owned Public Housing at Dow Towers. HUD annually requests submission of the Operating Subsidy HOPKINS HOUSING AND REDEVELOPMENT AUTHORITY REGULAR MEETING PROCEEDINGS TUESDAY, JANUARY 7, 2025 Calculation detailing the operating budget. When Congress determines the amount of federal funding allocated for the Public Housing Program, the Hopkins HRA is notified of the actual amount to be received. For 2025, the Hopkins HRA will receive operating subsidy funding from HUD to assist in the general operations at Dow Towers. Currently, the Hopkins HRA is anticipating to receive approximately 87 percent federal operating subsidy. Code of Federal Regulations 24 CFR 903.17 requires Housing Authorities to conduct a public hearing to discuss the plan and invite public comment. Following the public hearing and approval of the Operating Budget, the HRA Board must approve a resolution accepting and authorizing the use of the 2025 Capital Funds as required by HUD. Mayor Hanlon opened the Public Hearing. There were no public comments. Motion by Kuznia. Second by Garrido. Motion to Close the Public Hearing Ayes: Hunke, Goodlund, Garrido, Kuznia, Hanlon. Motion to Adopt HRA Resolution 556, Authorizing Approval of the 5-Year PHA Plan, Annual Plan, and the Five-Year Action Plan, and Subsequent Submission to HUD. Ayes: Hunke, Goodlund, Garrido, Kuznia, Hanlon. Nays: None. Motion by Hunke. Second by Garrido. Motion to Adopt HRA Resolution 557, Authorizing HRA Board and Executive Director to Accept and Use the 2025 Capital Funds. Ayes: Hunke, Goodlund, Garrido, Kuznia, Hanlon. Nays: None. Motion by Hunke. Second by Goodlund. Motion to Approve HRA Resolution 558, Approving the Operating Budget for Period Ending in 03/31/2026. Ayes: Hunke, Goodlund, Garrido, Kuznia, Hanlon. Nays: None.
