PETITION FOR STREET LIGHTS
NINE MILE COVE DEVELOPMENT
Council Report No. 97 -171
Proposed Action.
Staff recommends adoption of the following motion: Move that
Council accept a petition for the installation of street lights
on 2nd Avenue South and Nine Mile Cove from 7th Street South to
Nine Mile Cove cul -de -sac, with the City assuming costs of
electricity and maintenance upon installation.
Overview.
The developer of Nine Mile Cove has proposed installation of
street lights along 2nd Avenue South and Nine Mile Cove for
reasons of safety. The developer is using the petition process
as outlined in Legislative Policy 8 -C, Residential Street
Lighting. That policy assumes an installation cost to be borne
by adjoining residents in a special assessment and the City to
assume the costs of electricity and maintenance upon
installation. In this case NSP has indicated it would install
the lights free of charge.
Primary Issues to Consider.
O Is there a need for residential street lighting?
For reasons of safety this is a valid request. Vehicles
traveling on 2nd Avenue South need to make a ninety (90)
degree turn onto Nine Mile Cove. Lighting will make turns
easier and safer.
• What is the Role of Legislative Policy 8 -C?
The policy provides a means of administering a request
where the costs of light installation need to be assessed
against property owners. In this case there is no cost
because of NSP's plan to provide lights free of charge.
The policy would still be in force in terms of the City
assuming maintenance costs.
Staff recommendation
Staff recommends accepting the petition only with the
understanding that the City will not need to assume costs
of light installation.

Dear Mr. Stadler:
We are planning to construct the improvements to 2 11d Avenue South from Lincoln Drive to the
new round a bout at Nine Mile Cove. The work will be done along with the street work for Nine
Mile Cove.
Please accept this letter as our petition for authorization from the city that street lights be
installed along 2 11d Avenue to the public round a bout. Northern States Power will install the
lights free of charge and we request the city assume the cost of operation thereafter, which we
understand is in keeping with current city policy. We propose installation of the NSP standard
cobra head light, which should provide better lighting for the street and public park area.
Please advise me if there is anything further I need to do as part of this petition.
