HOPKINS POLICE DEPARTMENT COMMUNITY POLICING GRANT
Staff recommends approval of the following motion: - rpproval of Resolution 97-96
authorizing the Hopkins Police Department to enter into a cooperative agreement with
the Minnesota Department of Public Safety to accept grant funds for police overtime for
the purposes of targeting (uvenile crime.
Overview
The 1997 Minnesota Omnibus Crime Bill has made available $1.1 million to be used for
Jaw enforcement overtime for community policing initiatives.
The police department believes that there is a need to target juvenile - crime in Hopkins,
particularly in the areas of vandalism, damage to property, thefts from vehicles and
other areas which effect the quality of life of the citizens of Hopkins. Staffing levels of
the Department make it difficult to effectively conduct targeted projects specifically
designed to address these areas without the use of officers working on an overtime
basis.
The Department applied for funds under this grant and received approval for a grant of
$10,000 to be used for police overtime.

• Is there a need for matching City funds?
Will the overtime funds be used in a way which will maximize effectiveness?
Will the enforcement projects address areas which are of high concern to the
citizens, business owners and City officials?

Is there a need for matching funds?
There is no requirement for matching funds from local units of government.
Will the grant funds be utilized in a way which will maximize effectiveness?
The Department believes that the-greatest concentration of-the problem areas to be
targeted occur in the late spring and summer months when juveniles are not in
school. For this reason, the target projects will run, and the overtime will be
expended during the period May 15, 1998 through August 14, 1998.
Will the enforcement projects address areas which are of high concern to the
citizens, business owners and City officials?
In previous years, especially since the downtown area has become revitalized,
citizens, business owners and City officials have been concerned with curfew
violations, graffiti, vandalism -to property, -both - public - nd private, and thefts of
property from vehicles. Many of these incidents have occurred in the downtown
area and involve juveniles. The planned enforcement projects will be designed
specifically to address these types of issues. The focus of enforcement can be
easily changed, however, if other types of juvenile crime become apparent.
Alternatives
The City Council has the -following attematives-regardi -this
1. Approve the recommendation by staff. This will allow the Department to finalize
the agreement with the Department of Public Safety and accept the grant funds.
2. Deny approval of the resolution.
WHEREAS, the Hopkins Police Department intends to develop specific projects
to target juvenile crime and;
WHEREAS, the Minnesota Department of Public Safety has awarded the
Hopkins Police Department a grant of $10,000 for police overtime to operate these
projects and;
WHEREAS, the City Council supports the efforts of the Police Department in this
area,
NOW, THEREFORE, be it resolved, by the City Council of the City of Hopkins,
Minnesota:
Adopted by the City Council of the City of Hopkins this 7th day of October, 1997.

1. The Council authorizes the Hopkins Police Department to enter into a
cooperative agreement with the Minnesota Department of Public Safety for
the use of community policing grant funds for police overtime to target
juvenile crime.
2. The Council authorizes the Hopkins Police Department to utilize the grant
funds during the period May 15, 1998 through August 14, 1998.
3. The Council authorizes Hopkins Police Department Officer Chris Stroner to
execute such agreements and amendments as are necessary to implement
the project on behalf of the Hopkins Police Department and the City of
Hopkins.

Dear Officer Stroner:
I am pleased to inform you that your agency has been awarded a grant under the 1997 Omnibus Crime Bill -
Community Oriented Policing Grant for Overtime. The amount your agency will be awarded is $10,000. If the
grant award is different from the amount requested, you are required to submit a revised budget for the amount of
the award. The grant agreement cannot be processed until the revised budget is received. Please submit this revised
budget no later than Friday, October 3, 1997.
The total amount available under this grant for FY 1998 was $1,102,000. There were sixty -six (66) applications for
a grand total of over $2.6 Million. Nine (9) applicants were funded at or near the requested level, forty-four (44)
were funded at a lower level than requested and thirteen (13) applications did not receive funding. The limited
availability of resources made it impossible to fund every project.
Detailed instructions on important areas of this grant will follow this letter. I am, however, including some basic
information:

The grants will be disbursed on a quarterly reimbursement basis.
You may request an advance of up to twenty-five percent (25 %) of the grant amount, after the grant
agreement has been finalized.
There will be quarterly reporting requirements. The quarterly reports and invoices will be due by the 10th
day of the month following the end of the quarter.
Over the next couple of weeks I will be preparing the grant agreements and submitting them to the proper areas for
approval. Once this task is complete, the agreement will be sent to you for your signature. After all signatures have
been received, requests for advances will be processed.
Enclosed, for your information, is a sample "RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT."
This resolution to accept these grant funds must be passed by your governing body. The person signing this
resolution, and any resulting grant agreement, must be authorized by the governing body to accept and expend these
funds. This resolution must be provided to me as soon as possible but before October 3, 1997.
