CR 97-177 CO Engineering Service 1st St NOctober 3 1997 CHANGE ORDER ENGINEERING SERVICES FIRST STREET NORTH IMPROVEMENTS PROJECT 96 -13 Proposed Action. Staff recommends the following motion: Move that Council approve an increase in the engineering services budget as it relates to the First Street North improvements, Project 96-13. Overview. Bolton & Menk, Inc. has requested . $8,848.39 in additional engineering services fees to cover the cost of increased construction observation and administration. The original engineering services contract amount for this project is $52,400. The engrg services budget contingency is 5% or $2,620. Primary Issues to Consider. Nature of Fee Adjustment Y BMI's request is based on having to provide construction services beyond the original project scope. This was caused by splitting the project construction into two segments, i.e., 1) 12t - 17 Avenue and 2) 5 - 12 Avenue. This was done to minimize traffic disruption and impact to the Raspberry Festival activities. This meant several weeks of additional construction activity and the attendant construction inspection and administration services. The resulting engineering services fees are less than 19% of the construction cost and well below the 25% limit for State Aid reimbursement. We are requesting additional fees to cover the additional work completed during the construction phase. As you know, the original engineering services budget was based upon a six (6) week completion schedule for the construction work. The actual construction period was split into two phases to accommodate the Raspberry Festival activities. Thus, the total construction period was extended to 13 weeks (June 1, 1997 to September 1, 1997 plus punch list and final clean up). Based upon the amount of work that is required to be completed, including the punch list items, final pay estimate and state aide closeout, we estimate 20 additional hours for construction observation and 12 additional hours for construction adminstration be required.
