Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt Resolution 97 -88,
Resolution For Award of Bid, Emergency Vehicle Preemption System, Project 97 -06.
Overview.
The City's consultant has developed plans to install preemption systems at four intersections
throughout the City. This is the continuation of an EVP installation program begun last year.
The system preempts traffic signals to give emergency vehicles a green light as they approach
signalized intersections. Council at its June 17 meeting authorized Bolton and Menk, Inca to
undertake plan and specification development. A bid opening was held October 9 and Council
now needs to take action on award of the contract.

All bids were submitted with required bid security and made by qualified contractors.
Electrical Installation and Maintenance is deemed to be qualified and staff recommends award
of bid to that firm in the amount of $18,940.00.
• Project cost and funding
The contract amount is for electrical wiring and detector installation at the traffic signals.
The purchase of detector equipment is not part of this contract. The cost of detectors from
an exclusive vendor is quoted at $15,500.00. Engineering services are negotiated at
$10,000.00. The total project cost is $44,440.00 of which $43,000.00 is eligible for State
Aid Funding. Staff recommends the balance of costs to be funded from current revenues, a
funding source identified with this project in the current CIP.

Dear Mr. Gessele:
We have reviewed the four bids received for the above referenced project and have confirmed the
low bidder to be Electrical Installation and Maintenance, (EIM) of Maple Plain for the amount of
$ 18,940.00. This is 9.4% below the Engineer's Estimate of $20,900.00.
We have contacted the references for EIM and have found them to be satisfactory. The controller
programmer proposed by EIM is a MnDOT technician. This technician indicated that he is not
familiar with the EPAC 300 controller, but is confident he can perform the work. Please note that
EIM is responsible for providing this service in accordance with the special provisions. Therefore,
we recommend awarding this project to the low bidder, Electrical Installation and Maintenance.

RESOLUTION FOR AWARD OF BID
EMERGENCY VEHICLE PREEMPTION SYSTEM
CITY PROJECT 97 -06
BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA, that the
bid of Electrical Installation & Maintenance in the amount of $18,940.00 is the lowest responsible
bid for installation of emergency vehicle preemption signal improvements, City Project 97 -06, and
the Mayor and City Manager are hereby authorized and directed to enter into a contract with said
bidder for and on behalf of the City. Award of bid shall be contingent upon final plan approval
from the Minnesota State Aid Office.
