Approve 1s Street North Parking and Traffic Control
Staff recommends adoption of the following motion: Move that Council
adopt Resolution 97 -105, Resolution approving parking and traffic control
changes to 1s Street North.
Overview.
During public meeting discussions on the 1s Street North improvement
project, residents expressed concern regarding the amount of traffic on the
sections of 1s Street North which abut predominantly low density residential
areas. In response, the City removed Municipal State Aid street designation
from 1s Street North with the exception of 8 - 12 Avenues. This allows
the City to now consider measures to reduce or discourage truck traffic and
through traffic. A public meeting was held on September 11 to discuss
possible changes to on- street parking, truck traffic restrictions and traffic
control. Staffs proposal reflects the input received at the public meeting.

Analysis of Issues.
What are the proposed traffic and parking changes?
Staff is proposing additional 4 -way stop intersections at 10 Avenue and at
19 Avenue. With these two additional stop locations, there would be 4 -way
stop intersections at 9 10 11 12 14 17 and 19 Avenues.
Staff is proposing restricting truck traffic on all of 1s Street North with the
exception of the State Aid section from 8 Avenue to 12 Avenue. This
would be accomplished with signs similar to what currently exists at 8
Avenue, i.e., "weight limit 5 tons ".
Staff is proposing on- street parking between 9 and 10 Avenues only. This
block is 41 feet wide and can accommodate parking on both sides of the
street. Due to limitations on sign locations, staff proposes to add seven (7)
parking locations as shown on the attached plan. This parking would be two
hour parking similar to other downtown on- street avenue parking. There
would be no parking from 2 - 5 a.m. for street maintenance.
Are there concerns regarding proposed on- street parking?
The owner of Hance Hardware is opposed to on- street parking in the 900
block. He is concerned that the parking will interfere with truck deliveries to
his business. The other residents attending the public information meeting
were opposed to adding parking to the other blocks of 1s Street North as they
felt they are too narrow for parking even on one side.
The Police Dept is opposed to on- street parking with the exception of parking
on one side between 9 and 11 Streets.
• When would the changes be made?
The additional signage for parking and weight restriction could be in place
within 3 weeks.

RESOLUTION NO. 97 -105
1ST STREET NORTH PARKING AND TRAFFIC CONTROL
WHEREAS, it is desirable to restrict truck traffic to the Municipal State Aid section
of 1st Street North; and
WHEREAS, two additional 4 -way intersections will help reduce unnecessary
through - traffic without causing undue inconvenience for local traffic, and
WHEREAS, the current 41 foot street width in the 900 block of 1st Street North will
safety accommodate on- street parking on both sides of the street,
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Hopkins that the city shall maintain: 5 -ton vehicle weight restrictions on 1st Street
North with the exception of 8th - 12th Avenues, 4 -way stop sign- controlled
intersections at 10th and 19th Avenues and on- street parking on both sides of the
street between 9th and 10th Avenues.

Dear Mr. Stadler:
I live on the corner of 19th Street and 1st Ave and have always wished there would be another
stop sign between Shady Oak Road and 17th. Most vehicles coming off of Shady Oak Road far
exceed the posted speed limit. Therefore, for the safety of our neighborhood, I concur with the
proposal.
