CR 97-195 Authorize Phase II - Depot Coffee HouseOctober 16, 1997 Proposed Action Overview Ji Parsons, Assistant to the City Manager Authorize Phase I1, Depot Coffee House Renovation Supporting Documents Resolution 97 -106 Phase 11 detail sheet (does not include $40,000 in kitchen equipment) Council Report 97 -195 Staff recommends approval of the following motion: Motion to approve Resolution 97 -106 authorizing Phase II of the Depot Coffee House renovation. Phase 1 of the Depot Coffee House renovation is nearly complete. M. A. Mortenson Company has managed the demolition of the roof, doors and windows, interior walls and floor, as well as construction of a new roof and filling in the basement. Mortenson will manage installation of new doors and windows; at that point, Mortenson's involvement in the project will be complete. Phase II entails the construction of all interior walls, below -slab utilities, a new floor, all heating, plumbing and electrical work, installation of natural gas service, all bathroom fixtures and tiling, and all kitchen equipment. The total estimated cost of Phase II is $197,000. After Phase I expenses, the Depot Coffee House has $34,000 in cash and foundation pledges, $10,000 in confirmed materials donations, and $40,000 in offers of skilled volunteer labor. Students have requested an additional $56,000 in materials donations including kitchen equipment. Net of these resources, there remains a need for approximately $57,000 in cash or in -kind donations. • In addition to architectural and construction service donations by Ellerbe Becket and New Leaf Construction, the Depot has recently received pledges of donated services from the Beard Group and Building Construction Management, Inc. The latter company has agreed to manage Phase 11 of the renovation; its timeline calls for Phase 11 to be complete by March 5, 1998. Primary Issues to Consider Does the Depot Coffee House have a good plan for raising the additional funds and in -kind donations needed for Phase 11? Are adequate measures in place to protect the safety of students, adult volunteers, and the public? Approximately $70,000 in grant requests are currently pending with major Minnesota foundations. Students are working with Ellerbe Becket and the Beard Group to locate likely donors of kitchen equipment and other materials. The commencement of Phase I has elicited a great deal of financial support and offers of volunteer labor from the Hopkins community. Adult volunteer Mary McNeil has agreed to coordinate Phase II donation solicitation, including pursuit of foundation, corporate, group and individual resources. Are adequate measures in place to protect the safety of students, adult volunteers, and the public? The City of Hopkins' city -wide volunteer accident insurance plan covers the Depot Coffee House project by name. This coverage includes the optional medical benefit. The City has added building and renovation coverage for the Depot property, totaling $270,000 in property value covered. A loss control specialist from Berkley Risk Services, Inc., reviewed the Depot site in September and offered written comments on loss control pertaining to the train tracks, pedestrian traffic, and traffic controls. It may be advisable for the City to discuss insurance coverage with its insurance agent and the Phase II construction manager, Building Construction Management, Inc,, and to implement any requirements or waivers that appear prudent. CITY OF HOPKINS, MINNESOTA RESOLUTION NO. 97-106 AUTHORIZING PHASE II OF THE RENOVATION OF THE DEPOT COFFEE HOUSE WHEREAS, Phase I of the renovation of the Depot Coffee House is approaching successful completion; and WHEREAS, the Depot Coffee House has already secured cash and in -kind donations sufficient to complete much of Phase II of the renovation; and WHEREAS, the Depot Coffee House has secured donated construction management services for Phase II from Building Construction Management, Inc., of Minneapolis; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS (THE "CITY") AS FOLLOWS: 1. That the Depot Coffee House is authorized to commence Phase II of the renovation of the structure at 9451 Excelsior Boulevard, including all interior construction of walls, utilities, equipment and fixtures. The Depot Coffee House is to be occupied at the end of Phase II, at which time the Depot Coffee House will commence operations. 2. That the City Manager is authorized to take any measures necessary to continue to ensure the public health and safety at the Depot Coffee House site. 1997.
