Stadler, Public Works Director Date: October 7, 1997 Public Works Actions: Public Works Department Subject: Hopkins Public Works Responses to 1997 Storm Drainage and Sanitary Sewer Problems Provided for your information is a listing of 28 specific actions performed by Public Works in response to 1997 storm drainage and sanitary sewer problems. Provide standby power to two sanitary sewer lift stations - no sewage backups due to power outages Fill sandbags at Public Works Building for resident pickup & use • Deliver sandbags to 6 Avenue/3 Street area for resident use Follow -up sandbag delivery with door -to -door offer to assist area residents who may not be able to help themselves Complete city -wide survey of low surface drain locations which may be improper connections to sanitary sewer Identify Chapel View surface drain as being an improper sanitary sewer connection • Take immediate action (on private property) to divert surface water from the Chapel View drain • Written order to Chapel View to remove improper sanitary sewer connection as per City Code Investigate ways /areas to delay peak storm sewer flow during major storms. This led to PW crews modifying outlet structure at detention pond adjacent to Eisenhower Community Center in order to hold back an additional 1.5 feet of water (1 M+ gallons) before maximum outlet flow rate occurs. Borrow City of Minnetonka 6" pump to lower Shady Oak Pond water elevation Rent an 8" pump and pump water from Shady Oak Pond a second time (pumped for seven days) Twice deliver pump to Hillside Park and/or pump water from ponding area Hire consultant engineer to investigate options to improve local flooding problem at 6 Avenue /3 Street area Report findings of abbreviated feasibility report to City Council and revise 1998- 2002 CIP to reflect a new improvement project, est project cost $250,000 • Perform preliminary engineering on storm sewer improvement project at Hillside Park problem area Investigate concern of Drillane resident regarding Oak Ridge Country Club well drilling • Mechanically clean all problem sanitary sewer collection pipes Televise all problem sanitary sewer collection pipes Solicit & receive three engineering consultant proposals regarding identification and correction of sanitary sewer rainfall- induced flow problem (2 problem areas) Staff will discuss recommendation to proceed at October 28 Council Worksession • Working with engineering consultant on detailed analysis of storm drainage problems affecting 6 Avenue /3 Street North and other areas. Public meeting tentatively planned for October 23 and City Council action on proposed improvement/s on November 5 Toured City, including inside several homes, with FEMA representatives conducting preliminary investigating of damage to support Federal emergency declaration Toured City with FEMA representative and completed detailed application for reimbursement of City flood/storm response expenses. Reimbursement amount= $40,000. • Picked up flood damaged bulk pickup items fron 6 Avenue /3 Street North area Held City -wide free flood damaged bulk drop -off program or reduced fee curbside pickup program Mailed numerous follow -up letters to residents calling PW with flood related problems Mailed a special residential newsletter to residents in the 6 Avenue/3 Street North area regarding status of sanitary sewer and storm drainage problems along with' flood cleanup MN Dept of Health factsheet Installed raised asphalt edge and earthen berm to divert surface water flow in alley b/w 5 Avenue North and 6 Avenue North, 200 block Published a Hopkins Highlights article for Sept/Oct issue CITY OF HOPKINS ACTION PLAN STORM DRAINAGE AND SANITARY SEWER PROBLEM AREAS The following actions will be completed in the timeframes outlined below as they relate to eight (8) identified storm drainage or sanitary sewer problem areas. The problem areas are located on the attached city map. PROBLEM AREA ACTION /S 1 4 Dredge pond & improve pond edges 1999 Construct pond outlet as part of drainage improvements associated with Shady Oak Rd reconstruction 2001 Complete drainage improvement project design Jan 1998 Complete drainage improvement project Oct 1998 Replace inlet grate to improve flow and help prevent blockage Oct 1998 Investigate and design new stormwater structures to increase flow capacity from 13 Avenue inlets to Maetzold Field Complete construction of improvements Complete capacity analysis of existing sanitary sewer collection pipes serving this area Complete repairs to collection pipes (if there are capacity problems due to defective pipes) COMPLETION DATE Jan 1998 Oct 1998 Dec 1997 Dec 1998 PROBLEM AREA ACTION /S 4 (cont.)
