Memo- Hopkins Photo Contest WinnersMemorandum Community Relations To: Mayor Chuck Redepenning and the Hopkins City Council From: Eileen Harvala, community relations coordinator Date: Wednesday, Oct. 15, 1997 Subject: Oct. 21 presentation to the 1997 Focus on Hopkins photo contest winners • First place, grand prize winner for the 1997 Focus on Hopkins photo contest was Lorraine Corrao of Hopkins. Corrao's award - winning was of a heron - enjoying the pond on Cambridge Street. She will receive a $100 check and plaque. • Kevin Thomas of Hopkins was the honorable mention, second place winner for his photo of activities at the annual Fire Department Open House. He will receive a framed honorable mention certificate. Kevin was last year's first place winner in the photo contest. I am working with Rebecca Sabot, exploring the possibilities of having the photo contest entries displayed at the Hopkins Center for the Arts. Four Hopkins participated in the contest, submitting 13 different photos of people, activities and places in Hopkins. Judges for this year's contest were students from the Minneapolis Institute of Arts. Memorandum PLANNING & ECONOMIC DEVELOPMENT To: Hopkins HRA Board From: Jim Kerrigan, Planning & Economic Development Director Date: October 9, 1997 Subject: Former Suburban Chevrolet Property -- Grossman Lawsuit CONFJOEITIAL At the September 16 work session, Jerry Steiner was directed to prepare a letter to Todd Gurstel, Grossman's attorney, again requesting certain information regarding the petrol fund application for the above property. This letter stated that if there was no response by October 14 (approximately 30 days) the Hopkins HRA would initiate legal action to obtain release of the $50,000 escrow. To date, there has been no response concerning this matter. The purpose of scheduling this on the October 21 work session is to answer any questions of HRA as concerns this matter. I have instructed to take the following course of action: First, I will reiterate the request made in my September 16 letter that you deliver to me a copy of the Petrofund Reimbursement Application prepared by Peer Environmental for reimburse- ment of expenses incurred in the cleanup of the former Suburban Chevrolet site. This should include copies of all documents to be submitted to the Minnesota Petrofund Board in support of the Application. We are requesting disclosure of the total amount of the Petrofund reimbursement to be applied for by Grossman Investments and an itemized description of the environmental services included in this reimbursement request. We are also requesting a statement of the total amount of the Petrofund reimbursement to be applied for on behalf of the Hopkins HRA and an itemized description of the services included in the reimbursement request for the Hopkins HRA. If this information is not included in the Petrofund Reimbursement Application, it is requested that you have Peer Environmental forward the additional data directly to me. As I indicated in my September 16 letter, receipt of the information requested in the preceding paragraph will enable the Hopkins HRA to make a more well informed decision as to how it should proceed, both in obtaining the release of the $50,000.00 escrow and applying for Petrofund reimbursement for reimbursable expenses due to the Hopkins HRA. Our receipt and review of this information may also facilitate a resolution of the dispute between our clients that could, potentially, avoid the expense of litigating these issues. Therefore, it would appear to be in the best interests of both of our clients that you provide a full disclosure of the information that I have requested. Please notify me immediately, in writing, if you are not prepared to provide the requested information. If I do not receive the information by October 14, the Hopkins HRA will have no alternative but to initiate the appropriate legal proceeding to obtain release of the $50,000.00 escrow and, in addition, file a separate Application for Petrofund reimbursement for those reimbursements that are payable to the Hopkins HRA.
