Subject: Social Service Funding — Proposed Process

The City Council directed staff to propose a new method for determining funding for
Social Service Organizations. This directive stemmed from an increasing frustration
about the current method of determining budget allocations during the annual budget
setting process.
During the February Council worksession, staff was directed to develop a goals based
system which would allow the council to establish priorities for the allocation of funds
and to allow an open process of competition for those resources made available by the
council.
Staff has now developed an outline of a potential process to meet the councils'
directive. Attached is a potential list of priorities with examples of objectives to be met
by applicants. The examples are derived from previously submitted funding requests
and a quick review of goals laid out in the Strategic plan for Economic Development.
The process that is proposed would call for the following steps:
1. Council determination of priorities and potential funding goals
2. Council determination of funding allocations to each goal or to the set o
priorities.
3. Solicitation for proposals by organizations willing to provide programming that
meets the established objectives.
4. Review /Determination of grant awards by the council.
Guidelines would need to be developed as to the types of funding requests that would
or would not be excepted. For example, the council discussed the idea of not funding
general support to organizations and instead directing funds to specific programs or
services.
The budget process for 1999 is underway with departments preparing their requests
and preliminary decisions being required by the Council to meet statutory laws. Staff is
requesting additional direction on this subject.
