SITE PLAN REVIEW — 7900 EXCELSIOR BOULEVARD
Proposed Action
Staff recommends the following motion: move to adopt Resolution RZ09 -1, recommending
approval to construct a parking lot at 7900 Excelsior Boulevard.
At the Zoning and Planning meeting, Ms. Reilly moved and Mr. Jenny seconded a motion to
adopt Resolution RZ09 -1, recommending approval to construct a parking lot at 7900
Excelsior Boulevard. The motion was approved unanimously.
Overview
Alex Ugorets, the applicant, owns the property at 7900 Excelsior Boulevard. Mr. Ugorets is
proposing to add a parking area on the front side of the existing building. The parking area
will have 47 parking spaces. The applicant is planning on using the building for storage and
is currently remodeling the building for storage.
The existing building has been vacant for some time. In the future Mr. Ugorets plans to
upgrade the exterior of the building. There is existing parking on the north side of the
building. This parking area is in St. Louis Park.

Primary Issues to Consider
• What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The subject property is zoned I -2 General Industrial. The new Comprehensive Plan has
designated the site as Business Park. The proposed use is allowed in the Industrial districts.
• What are the specifics of the parking area?
Landscaping
There will be landscaping around the south side of the parking area in addition to plantings
around the water garden. Plantings along the building are also proposed.
Parking
The new parking area will have 47 spaces. Additional parking for the building is located on
the north side of the building. This parking area is in St. Louis Park.
Engineering/Public Works
The City Engineer has reviewed the preliminary plans and at this time has no comments.
Bituminous Path /Sidewalk
The area along Excelsior Boulevard will remain undisturbed. When the County continues
the improvements to Excelsior Boulevard to the east, sidewalk and /or a bituminous path will
be added. There is the ability to add a sidewalk/bituminous path.
Access
Access to the proposed parking area will be from Powell Road.
Setbacks
The parking area is required to have a 50 -foot setback. The new parking lot has more than a
50 -foot setback.
Watershed District
The applicant has been in contact with the Watershed District. Any approvals by the City
will be contingent on approval by the Watershed District.

Signage
At this time the applicant has not proposed to change in the signage. Any change in signage
will require a sign permit. The site is allowed four square feet per front of lot. All signs are
not allowed to illuminate past the lot lines.
Surrounding uses
The site is surrounded by residential to the south, and industrial uses on the north, east and
west.
What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed the proposed parking lot. Alex Ugorets, the applicant, appeared
before the Commission. Mr. Ugorets stated that he wants to divide the building into smaller
spaces. The public hearing was opened at 6:45 p.m. Pat Case of 1715 Preston Lane
appeared before the Commission. Mr. Case was concerned about traffic on Powell Road and
a sign. Ms. Anderson stated that the sign permit process was a separate permit.
Alternatives
1. Approve the site plan to construct a parking lot. By recommending approval of the site
plan, the applicant will be able to construct the parking lot as proposed.
2. Deny the site plan to construct a parking lot. By denying the site plan, the applicant will
not be able to construct the parking lot as proposed. If the City Council considers this
alternative, findings will have to be identified that support this alternative.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING A SITE PLAN TO ADD A PARKING LOT AT 7900 EXCELSIOR
BOULEVARD
WHEREAS, an application for Site Plan Review SPR09 -1 has been made by Alex
Ugorets;
WHEREAS, the procedural history of the application is as follows:
1. That an application for a Site Plan was made by Alex Ugorets, on
February 26, 2009;
2. That the Hopkins Zoning and Planning Commission, pursuant to mailed
and published notice, held a public hearing on the application and
reviewed such application on March 24, 2009: all persons present were
given an opportunity to be heard;
3. That the written comments and analysis of City staff were considered; and
4. A legal description of the subject property is as follows:
That part of the northwest 1 /4 of the southwest 1 /4 lying west of the east
917.3 feet thereof and north of Excelsior Boulevard excluding road.
NOW, THEREFORE, BE IT RESOLVED that the application for Site Plan Review
SPR09 -1 is hereby approved based on the following Findings of Fact:
1. That the proposed use meets the requirements for site plan review.
BE IT FURTHER RESOLVED that application for Site Plan Review SPR09 -1 is hereby
approved subject to the following conditions:
1. That the watershed district approves the proposed development.
2. That the public works department approves the final drainage, utility and
grading plans.
3. That the exterior mechanical equipment from the north side of the building
is removed.
