Proposed Action.
Staff recommends adoption of the following motion: Move that
Council approve plans and authorize bids for the construction of
storm sewer projects Areas 3 and 4 as part of Project 97 -15.
Overview.
Council in previous action authorized drawing up of plans to
address storm sewer related issues that came about subsequent to
flooding in the summer of 1997. Two areas now under
consideration are Areas 3 and 4: the end of 13th Ave. North just
north of Maetzold Field (Area 4) and the alley between 17th /18th
Avenue at its intersection with 1st Street North (Area 3).
RCM Associates has completed drawing up plans for this project
and presents these to Council for approval and order of bids.

Analysis.
o Improvements
Work to be done in Area 3 is to increase the inlet capacity
of a catch basin in the alley area to equal that of the
existing pipe capacity. Work also includes reconstructing
the concrete apron to the alley to contain overland flow and
to bulkhead the existing storm sewer connection from the
west.
Improvements in Area 4 include removing existing catch basin
structures and a portion of the street, replace with new
increased capacity catch basins and new 8 -inch high concrete
curb.
o Estimated Costs
The feasibility report of March 1998 estimated construction
and engineering at roughly $5,000 for Area 3. Area 4 in the
same report was estimated to cost $31,500.
o Recommendation
Originally staff approached the contractor of the 6th Avenue
storm sewer project to request a quote on this project as
change order work. The City attorney received that request
but urged staff not to pursue this tactic. His opinion is
that doing this construction for Areas 3 and 4 as change
order work to the 6th Avenue project does not meet statutes
governing the public bidding process. Therefore staff
recommends approval of the submitted plans and authorization
to begin the bidding process.
