Memo- 1997 Comprehensive Annual Financial ReportMemorandum To: Mayor and City Council Members CC: Steve Mielke, City Manager From: Lori K Yager, Finance Director Date: 06/11/98 Re: 1997 Comprehensive Annual Financial Report Attached is a copy of the 1997 Comprehensive Annual Financial Report. I am happy to report that we have received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officiers Association for the 1996 Comprehensive Annual Financial Report. This is our 8 year receiving this certificate. The certificate is awarded to government units whose comprehensive annual financial reports achieve the highest standards in government accounting and financial reporting. I would like to recognize the previous Finance Director, John Schedlar, for his contributions in receiving this award. "Job Well Done, John." We will submit our 1997 Comprehensive Annual Financial Report for certificate award review. There are two representatives from the audit firm of Peat Marwick; Steve Liable, Partner and Todd Dittrich, Auditor. They will give us a brief summary of the audit and highlight a few areas. Overall the audit process went very well. Memorandum To: Honorable Mayor and Members of the City Council From: Steven C. Mielke, City Manager Date: June 9, 1998 Subject: Minnehaha Creek Request to Appoint Liaison The Minnehaha Creek Watershed District is attempting to enhance its communications with member cities. They are suggesting that a liaison be appointed from the City Council to interact with the board manager appointed to the City of Hopkins. Pam Blixt has been appointed the board liaison from the Minnehaha Creek Watershed District to the City of Hopkins. I have spoken with Pam and she has indicated that they are attempting to have staff members interact with staff members and board members interact with board members. As such, they are asking that the City pass a resolution or another form of authorization to appoint a public official to interface with the MCWD liaison. They would also like us to assign a staff person to be the official liaison with district staff. Attached is a letter outlining this request. The method they are proposing to enhance communications is different from most of our other board relationships, with the exception perhaps, of the cable commission, wherein a specific Council member is assigned to be a member of that commission. In this case, they are suggesting that if an issue arises which may require board to board relationships, they would prefer to have an assigned person to this relationship. Based on the above, there appear to be several options. 1 Appoint a staff liaison and a board liaison who are charged with monitoring the activities of the Minnehaha Creek Watershed District, and to interface with district officials on their appropriate level. 2. Continue communications as they have in the past, wherein Council actions are delivered through staff to the appropriate contacts at the Watershed District. 3. Inform Minnehaha Creek Watershed District that the Mayor is an appropriate contact for the board manager, should an issue arise, and that daily activities will flow through the City staff. As a result of several meetings with cities, the Board decided on May 14 to assign a manager (liaison) to each of our member cities and townships. The liaison is supposed to establish a relationship or enhance an existing working relationship with a public official representing the assigned city or township. In addition: •The manager (liaison) assigned is the only Board representative to the city or township authorized to represent the Board, unless the Board determines it is in the best interests of the District to involve another /other manager(s) *It is the responsibility of the liaison to represent the Board accurately regarding Board action or the status of Board activities •When speaking on his /her own behalf, the liaison must make it clear that she /he represents only one point of view on Board matters and does not have the authority to make promises regarding future Board action •The liaison is supposed to communicate by phone and personal visits to the each city or township at least quarterly, in order to provide information on specific concerns and to mutually provide updates regarding activities that affect both entities •In addition, it is the liaison's responsibility to keep the MCWD Board and staff informed regarding township issues and concerns The Board requests that your city pass a resolution or complete another form of authorization to appoint a public official to interface with the liaison. In addition, please assign a staff person to be the official liaison with District staff. If possible, we'd like the name of the public official and staff liaisons by June 19, 1998.
