Proposed Action.
This is a concept review that requires no action. Any comments regarding the development
would be helpful to the applicant for further applications.
Overview.
The applicant, The Beard Group, Inc., is proposing to construct a two -story bank and a one -
story office- warehouse on the vacant lot west of 10889 Excelsior Boulevard, Hopkins Auto
Body. The site is 5.6 acres.
The development as proposed consists of the following three buildings:

The office- warehouse buildings are proposed to be used for incubator business and will be
located on the rear of the site. The typical bay for the warehouse will be 28'x 48'.

Primary Issues to Consider.
• What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The subject site is zoned I -1 Industrial. The Comprehensive Plan has designated the site as
Industrial. The proposed uses comply with both documents.
What are the specifics of the development?
Landscaping
The landscaping has not been detailed. There will be an opportunity to landscape the front
yard along Excelsior Boulevard.
Exterior
The exterior of the buildings has not been identified. It _ is expected the bank will have a
different exterior than the office- warehouse buildings.
Drainage
There will be one ponding area at the southeast corner of the site. Nine Mile Watershed
District will have to approve the proposed development.
Parking
The preliminary site plan details 280 parking spaces. The site, based on 11 percent of the
office- warehouse buildings having office space, would be required to have 40 spaces, and the
site plan indicates 57 spaces. The warehouse requirement for parking spaces is 56. The site
plan indicated 223. If the site has more office space when leased, the parking area will allow
considerably more space to be designated for office use.
Loading Docks
The preliminary plan shows four loading docks on the south side of the two office- warehouse
buildings.
Access
Access to the site will be from the existing access on Excelsior Boulevard.
What is the timing for the proposed development?
The applicant would like to start the site work this coming winter and start construction next

spring.
What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed the proposed development with the Commission. Bill Beard and
Paul Gamst appeared before the Commission. Mr. Beard stated that the warehouse area is
geared toward smaller businesses. The Commission discussed the landscaping, traffic,
height, and soil of the site. Because of the poor soil on the site, the building will have to be
constructed on pilings.
What are the issues relating to public financial assistance?
If the City Council wishes to proceed forward with this project, a preliminary tax increment
application will be presented to the Board at a future meeting. (proposed for July 21) This
application will detail in more detail the specific s of the public assistance. Tax increment
application is based on poor soil conditions as this site was once used as a burn/dump site by
Hennepin County, and as a result, the building will need to be built on pilings, which will
substantially increase the construction costs.
