CR 98-115 Change Order Engineering Services Alley Project 97-16July 1, 1998 Proposed Action. Staff recommends adoption of the following motion: Move that Council approve an increase in the engineering services budget as it relates to Alley Project 97 -16. Overview. CHANGE ORDER ENGINEERING SERVICES ALLEY PROJECT 97 -16 Council Report No. 98 -115 Bolton and Menk, Inc. has requested $3,050 in additional engineering service fees to cover the cost of increased design and administrative tasks on the alley between the Arts Center and US West. The original engineering services contract amount for the project was $6,880. The engineering services budget contingency is 5% or $344.00. Stadler Public Works Director Council Report 98 -115 July 1, 1998 Page 2 Analysis Project bidding history Originally this project was treated as free - standing, however encompassed within the Interlachen Park Street Improvement Project's bidding phase. At the time of that bid opening staff was reluctant to accept a low bid of $63,483.40 for alley reconstruction. In the meantime staff was in negotiations with US West for purchase of a segment of property to facilitate additional parking along the alley. Negotiations had become stalled and staff moved to take the alley project through a public hearing and a subsequent rebidding process. Negotiations were successful, the public hearing waived, and a low bid of $57,549.50 was taken. Nature of fee adjustment Bolton and Menk's request is based on having to provide additional design services once the City became serious about pursuing parking stalls along the adjacent US West property and how to treat roof drains and a sump pump discharge from the building. Additionally Bolton and Menk requested additional funds for inspection once it became apparent that drainage issues were critical and a parking lot design was being added to the project's scope. Finally, the City requested rebidding of the project and this required additional administrative time. The resulting engineering services fees are 170 of the construction cost, still within acceptable limits as determined by the market.
