CR 98-136 Establish Changes to Downtown Parking SystemAugust 18, 1998 ESTABLISH CHANGES TO THE DOWNTOWN PARKING SYSTEM Proposed Action. Staff is recommending adoption of the following motion: Move to accept the recommended changes to the downtown parking system. With this motion, the Council will authorize staff to make certain changes to the downtown parking system. Overview. At a previous meeting, the Council requested staff to review overnight parking to accommodate employees that work the evening hours and people who overindulge while visiting the downtown bars, and the possibility of parking on Mainstreet in front of the Hopkins Center for the Arts. Staff has reviewed these items and is requesting approval of the attached recommendations. Primary Issues to Consider. What are staff's recommendations? Have the Public Works and Police departments reviewed the recommended changes? What were Zoning & Planning Commission's comments regarding the proposed changes? What were HBCA's comments regarding the proposed changes? Supporting Information. What are staff's recommendations? Staff is recommending that Lots 900, 700, 600, 500A, and 100 be posted "No Parking From 2:00 a.m. to 5:00 a.m." and Lots 500B, 300, and 200 be designated overnight parking. This action would provide various options for overnight parking conveniently located near all the downtown bars and areas where employees might be working during evening hours. This action would not cause an administrative burden of providing and keeping track of temporary overnight parking permits for these customers. The police department would maintain the current spot enforcement policy. Staff has reviewed Mainstreet parking in front of the HCA and recommends against parking in front of the HCA for the following reasons: there would only be a minimal gain of four parking stalls; the parking hours would have to be changed from one -hour parking to three -hour parking, as most of the HCA events last longer than one hour; this action would create an administrative burden, as "No Parking" signs would need to be covered sixty to seventy times per year and it would need to be determined who would be responsible for covering these signs. Also, there is a safety concern for people who park on the HCA side of Mainstreet and walk across Mainstreet to patronize businesses on the south side. With approval of staff's recommendation, staff will update the current parking map /information brochure. Have the Public Works and Police departments reviewed the recommended changes? Yes. Representatives from both Public Works and Police departments have reviewed the proposed changes and feel the changes are acceptable. What were the Zoning & Planning Commission's comments regarding the proposed changes? The Z & P has reviewed the proposed changes and is in support of the proposed changes. What were HBCA's comments regarding the proposed changes? The HBCA Board has reviewed the proposed changes and feels they are acceptable; however, they would like the City to consider parking on the south side of Mainstreet in front of the Mann Theatre. With this action, staff will make changes to the downtown parking system. Deny approval of the recommended parking changes. If the Council denies adoption of the recommended changes, no changes will be made in the current downtown parking system. 3 Continue for further information. Permits are sold on a calendar basis beginning 15 days prior to the new quarter or year. Monthly permits may purchased at any time and are valid for 30 days. Single day permits are $2.00 each. Permits must be affixed to the car on the REAR WINDOW in the lower left-hand corner. They must be visible from the drive aisle at all times when the vehicle is parking. Avoid placing the adhesive permit sleeve directly over the rear defroster wires. 3) Parking permits may be transferred between vehicles owned by the same individual. 4) Lost permits will be replaced at a service charge of $5.00. 5) Pro- rated refunds are available from the City in the event an employee is no longer working in the downtown area. Red permit numbers 1 -120 are disqualified for any refund. Fractional months will not be counted toward a refund. A $5.00 service charge is subtracted from the total refund for processing, and a four -week processing period is required to issue a refund. .4 A parking permit does not guarantee or reserve a specific space in any municipal lot.
