Proposed Action.
Staff recommends adoption of the following motion: Move that
Council adopt Resolution 98 -53 Approving Installation of a
Disabled Parking Zone, 33 6th Avenue North.
Overview.
The City's ordinance concerning disabled parking and transfer
zones allows for such space on residential streets based on a
permit system. After initial application or petition to the
City, the resident must renew the request on an annual basis and
pay the yearly $25.00 permit fee.
Primary Issues to Consider.
O Eligibility
A resident of 33 6th Avenue North has petitioned for a
disabled parking zone on 6th Avenue North to facilitate
access to her apartment building, to avoid using stairs
and to minimize the need for walking. The resident
demonstrated a need for the zone and meets eligibility
requirements.
O Location
The transfer zone is to be located at 33 6th Avenue North
as shown on the attached location map
• Notification
Residents within a 350 foot radius of the proposed parking
zone have been notified of this application and Council
consideration of the same.
Recommendation
Staff recommends adoption of the resolution approving the
disabled parking zone application.

Re: Petitioning for Handicapped Parking in Front
of Apartment Building located at 33 -6t Avenue North
Dear Jim:
Per our telephone conversation, I am petitioning the City of Hopkins for a handicapped
parking spot in front of the apartment listed above. Due to my disability, it is very
difficult for me to use the parking that is in back of the building.
I am enclosing a letter from. Steven Scott Management giving their approval to this
request. I am also enclosing a letter from my physician explaining my disability and the
importance of such a request.
It is my understanding that there will be a charge of $25.00 per year for this designated
parking space and I am very willing to pay that.

Dear Ms. Rohr:
I am writing this letter to document your need for handicap parking on the street in front of your
apartment building. Currently, the parking lot for your building requires you to go up and down a
couple of flights of stairs in order to go between your car and apartment. Because of your disability
from multiple sclerosis, this is dangerous for you. I understand that you have an apartment on the
ground floor of your apartment building in the front. By having a parking space out in the front, you
could avoid stairs and minimize the amount of walking you need to do.
Because of the severity of your multiple sclerosis disability, I am in favor of converting a spot in front of
your building to a dedicated handicapped parking spot.

RESOLUTION NO: 98 -53
RESOLUTION APPROVING INSTALLATION OF A DISABLED
PARKING ZONE - 33 SIXTH AVENUE NORTH
WHEREAS, the City Council makes certain provisions for the
designation of disabled parking zones on city streets and the
installation of signs therefore; and
WHEREAS, the City Code stipulates applicant eligibility
provisions for such parking zones and a permit fee; and
WHEREAS, the resident at 33 6th Avenue North has made
application for a disabled parking zone on 6th Avenue North, the
resident meets the eligibility requirements,
NOW, THEREFORE, be it resolved by the City Council of
Hopkins, Minnesota:
Adopted by the City Council of the City of Hopkins this 1st day
of September, 1998.
ATTEST:
Such application for a disabled parking zone is hereby
approved and the City Engineer is instructed to arrange
for the installation of signs at the earliest appropriate
time.
