Consider Engineering Services Fees Change Order -- Excelsior Boulevard
Landscaping
Proposed Action. Staff recommends adoption of the following motion: Move
that Council approve additional Excelsior Boulevard Landscaping engineering
fees to Hoisinaton- Koegler Group, Inc. in the amount of $2,700.
In 1995, the City of Hopkins entered into a professional services agreement with
Hoisington- Koegler Group, Inc. (HKG, Inc.) for Excelsior Boulevard, Segment 1
preliminary and final landscape design. The total fee was estimated at $21,540.
The original agreement did not include completing street lighting improvement
design or preparing a stand -alone landscape bid package. These changes to the
design scope required additional work on the part HKG, Inc. To help offset the
increased cost, staff has agreed to complete contract administration work on this
upcoming project. The final contract increase is $2,700.
Staff has negotiated this fee increase with the consultant and believes the
additional fee is fair and reasonable compensation for the additional work.

Re: Additional Services request and fee reduction measure for Excelsior Boulevard Streetscape
Improvements.
Based on our meeting last week I have outlined a request for additional services and a design fee reduction
measure in regard to design of the Excelsior Boulevard streetscape improvements.
The original contract amount for design services relating to the first phase of Excelsior Boulevard
streetscape improvements was $21,540. The original contract did not include a couple of work items that
HKGi provided or is anticipated to provide at the City of Hopkins' request. Those items and their fees
include:
1. Coordinating street light improvements: $3,200 (this is an actual cost, the work is completed).
2. The other change to the work which has not yet impacted costs but will during final plan
preparation is the need for a stand -alone landscaping bid package administered by the City
rather than the original intent to incorporate landscaping into the County's roadway plans.
This will require a full project manual and project plan set for this portion of the work, adding
some preparation time and expenses to the project: $1,000
The original contract included administration of the construction process by HKGi (payment applications,
change orders, etc). This work can be done by City staff for a fee reduction of $1,500. HKGi will still be
responsible for construction observation.
The combination of these additions and deductions total $2,700. This is the amount HKGi is requesting in
additional services as a not -to- exceed figure bringing the total design fees to $24,240.
