Proposed Action.
Staff recommends the following motion: Move to approve Resolution 98 -65, approving a
preliminary /final plat for the former Hennepin County site.
At the Zoning and Planning meeting, Mr. Gleeson moved and Mr. Gross seconded a motion
to approve Resolution RZ98 -25, recommending approval of a preliminary /final plat for the
former Hennepin County site. The motion was approved unanimously.
Overview.
The applicant, SuperValu, will be redeveloping the Hennepin County site. The site is platted
with the original residential lots. In order to construct the proposed development, the site
needs to be combined into one lot.
With platting, ith the lattin the west frontage road will be platted as Second Avenue South. Also, the
additional land for the reconstruction of Fifth Street South and the right turn lane for Third
Street South will be platted.

Primary Issues to Consider.
What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The zoning of the property is I -2, General Industrial. The Comprehensive Plan has
designated the site as industrial.
Does the lot meet the zoning requirements?
A lot in the I -2 zoning district is required to have a minimum lot size of 12,000 square feet.
The site has the minimum lot size.
What are the specifics of the plat?
The plat will be one lot.
Does the proposed plat meet the subdivision requirements?
The plat as proposed meets the subdivision requirements.
What was the discussion at the Zoning and Planning meeting?
Ms. Anderson stated that the Hennepin County site would be combined into one lot and the
additional land for streets would be platted. At the public hearing Virginia Moll appeared.
Mrs. Moll asked the Commission how many would want this development in their back
yards. Mrs. Moll also asked where is the human factor. Mrs. Boen told Mrs. Moll that this
was the public hearing for the plat, not the SuperValu development.
Alternatives.
1. Approve the preliminary /final plat. By approving the preliminary /final plat, the applicant
will be able to plat the property as proposed.
2. Deny the preliminary /final plat. By denying the preliminary /final plat, the applicant will
not be able to plat the property as proposed. If the City Council considers this alternative,
findings will have to be identified that support this alternative.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING A PRELIMINARY/FINAL PLAT
WHEREAS, an application for Preliminary/Final Plat SUBD98 -2 has been made by SuperValu;
WHEREAS, the procedural history of the application is as follows:
1. That an application for a preliminary /final plat was made by SuperValu on August 31,
1998;
That the Hopkins Zoning and Planning Commission, pursuant to mailed and published
notice, held a public hearing on the application and reviewed such application on
September 29, 1998: all persons . present were given an opportunity to be heard;
3 That the written comments and analysis of City staff were considered; and
4. A legal description of the subject property is as follows:
Block 25 to 29 inclusive and Blocks 43 and 47 inclusive including adjacent vacated street
and alley except roads and State Highway 169, West Minneapolis.
That part of NE 1/4 of NE 1/4 lying south of west Minneapolis and west of State
Highway 169 except street.
NOW, THEREFORE, BE IT RESOLVED that the application for Subdivision SUBD98 -2 is
hereby approved based on the following Findings of Fact:
1. That the proposed plat meets the subdivision requirements.
2. That the proposed lot meets the zoning requirements.
