CONDITIONAL USE PERMIT - MEADOW CREEK CONDO SIGNS
Proposed Action.
Staff recommends the following motion: Move to approve Resolution 98 -69, approving a
conditional use permit to construct signs.
At the Zoning and Planning meeting, Mr. Brausen moved and Mr. Blair seconded a motion to
approve Resolution RZ98 -23, recommending approval of a conditional use permit to
construct signs. The motion was approved unanimously.
Overview.
The applicant, Meadow Creek Condos, is proposing to erect several signs on their property to
provide identification for their area. The site is 48 acres and needs more signage than
permitted without a conditional use permit. Without a conditional use permit the site is
allowed one 12- square -foot sign.
The applicant is proposing five signs located throughout the property. The signs are
generally 34 square feet per side. Four of the signs are used as entrance monument signs.
The fifth sign will be used as an office direction sign located on the interior of the property.

Primary Issues to Consider.
What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The site is zoned R -2, Low Density Multiple Family. The Comprehensive Plan has
designated the site as Medium Density Residential.
What does the ordinance require?
Conditional Use Permit R- Districts. Signs may be permitted by conditional use permit for
public parks and playgrounds, churches, synagogues, public libraries, public museums,
public and parochial schools, municipal buildings, golf courses, country clubs, apartment
buildings, nursing homes, community centers, colleges, universities and private schools,
hospitals, and sanitariums, based on the following design criteria and other conditions the
City Council may require:
a) Size: the size shall be proportional to the size of the facility, need for signing, frontage on
street (s), location, visibility, and development in the area. The maximum size should not
exceed 60 square feet per sign surface with a maximum area of 120 square feet per single
sign.
b) Height: no free - standing sign shall exceed fifteen feet in height.
c) Lighting:
1) lighting shall be indirect or it shall be backlit
2) neon lighting, flashing lighting, and /or rotating lighted signs shall be prohibited
d) Design: signs attached to the building shall be integrated with the building design and
architecture in terms of materials, colors, lighting and placement; signs not attached to
the buildings shall be architecturally treated and coordinated with the principal building
by use of compatible material and design.
e) Location: no free - standing signs shall be located less that five feet from any street right -
of -way line.
f) Sign purpose: the principal purpose of the sign permitted under this section shall be to
identify the public or institutional use made of the property.
The proposed signs comply with the above requirements.

What are the specifics of the signs?
The applicant is proposing the following signs:
• Two double -sided 96" x 51" entrance monument signs
One double -sided 96" x 64" entrance monument sign
One single -sided 96" x 51" entrance monument sign
One single -sided 32" x 34" office center directional sign
The signs will be constructed of sandblasted redwood with custom raised graphics and be
approximately eight feet high. The attached site plan indicates the various locations of the
signs. The signs will not be lit.
What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed the proposed signs with the Commission. No one spoke at the public
hearing regarding the signs.
Alternatives.
1. Approve of the conditional use permit. By approving the conditional use permit to
construct the signs, the applicant will be able to construct the signs as proposed.
2. Deny the conditional use permit. By denying the conditional use permit, the applicant
will not be able to construct the signs as proposed. If the City Council considers this
alternative, findings will have to be identified that support this alternative.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

WHEREAS, an application for Conditional Use Permit CUP98 -11 has been made by Meadow
Creek Condos;
That the written comments and analysis of City staff were considered; and
4. A legal description of the subject property is as follows:

NOW, THEREFORE, BE IT RESOLVED that the application for Conditional Use Permit
CUP98 -11 is hereby approved based on the following Findings of Fact:
1. That the signs meet the requirements for a conditional use permit.
BE IT FURTHER RESOLVED that application for Conditional Use Permit CUP98 -11 is hereby
approved based on the following conditions:
1. That the applicant obtains a sign permit before erecting the proposed signs.
