Approve New Precinct Boundary Lines
And Polling Places
Proposed Action
Staff recommends adoption of the following motion: Move to adopt resolution 2002-27,
establishin~ new precinct boundary lines and pollinq places.
Overview
State and Federal Redistricting is complete. As a result, Hopkins was divided into two
Congressional Districts, 3 & 5. That division requires the City to establish new precinct
boundaries. The precincts cannot cross Congressional lines.
The Legislative District has not changed for the City of Hopkins. The City is still in District
44A.
Establishing the precinct boundary lines is the second step in completing the redistricting
. process. Once the City establishes the precinct boundaries, the information is sent to the
Secretary of State and Hennepin County. Hennepin County will then establish County
Commission Districts and begin printing maps. The City's portion of redistricting must be
completed by April 30, 2002. Hennepin County and other districts must be completed by
May 28.

How were the precinct boundaries determined
. A census map showing the block population of persons over 18 years of age was obtained
from Hennepin County. The lines were drawn into six districts with approximately 2,000 to
2,200 population of persons over 18 years of age. The number of registered voters in each
precinct will not be known until the boundary information is entered into the State system, but
they should be relatively even. The number of registered voters in each precinct is estimated
to be between 1400 and 1600. Adjustments may have to be made to the boundaries next
year.
In view of budget issues this year, staff determined that fewer precincts will require fewer
judges, materials, etc. This will result in lower costs associated with elections.
The size of the precincts is comfortable to work with and should not be a problem. In the
past precincts have ranged from approximately 700 to approximately 1700 registered voters.
By making the size more uniform, we can work with fewer precincts.

Staff has spoken with the principal of Katherine Curren and with the School District office.
Both have approved of the use of the facility for elections. The other facilities have all been
polling places in past elections

RESOLUTION ESTABLISHING PRECINCT BOUNDARIES
AND POLLING PLACES
WHEREAS, The 2000 Census is complete and;
WHEREAS, State and Federal redistricting is complete and;
WHEREAS, Hopkins has been divided into two Congressional Districts,
requiring new precinct boundaries to be drawn;
NOW, THEREFORE BE IT RESOLVED, The new precinct boundaries are established
as follows:
Precinct 1
. Bounded on the northern side by Highway 7 from Blake Road North to 5th Avenue
South; on the southern side starting from a point at the Center of Blake Road North
and 2nd Street NE intersection, going west along 2nd Street NE to Tyler Avenue,
south to St Louis St, Southwest to Excelsior Boulevard to the intersection of 5th
Avenue South; on the western side by 5th Avenue North from Excelsior Boulevard
to Highway 7; and on the eastern side by Blake Road from 2nd Street North East to
Highway 7.
Precinct 2
Starting at the northwest corner where Blake Road North intersects with the City
Boundary, east along the City Boundary to the east boundary line, following the
boundary line south, east, south to Excelsior Boulevard, east to the City boundary
line, following the City boundary line south, west to Highway 169; following
Highway 169 north to Excelsior Boulevard, going east along Excelsior Boulevard to
the point where St. Louis Street meets Excelsior Boulevard, following St. Louis
Street to Tyler Ave, following Tyler Avenue north to 2nd Street Northeast, following
2nd Street Northeast to Blake Road North, following Blake Road North, north to the
City boundary.

Starting at the intersection of Highway 169 and Excelsior Boulevard, going south
along the City boundary line to Smetana Road, following the southern City
Boundary to 11 th Avenue South, going north along 11 th Avenue South to Excelsior

Precinct 4
Starting at Excelsior Boulevard and 11 th Avenue South, west to 12th Avenue South,
following 12th Avenue South, north to Mainstreet, following Mainstreet west to
16th Avenue North, following 16th Avenue North, north to 3rd Street North,
following 3'd Street North, east to 15th Avenue North, following 15th Avenue North,
north to 3rd Street North, following Td Street North, east to 7th Avenue North,
following 7th Avenue North, south to 2nd Street North, following 2nd Street North,
east to 5th Avenue North, following 5th Avenue North, south to Excelsior Boulevard,
following Excelsior Boulevard west to 11 th Avenue South.
Precinct 5
Starting at the intersection of 17th Avenue North and 3rd Street North, following
. 17th Avenue North to Highway 7, continuing north following the City boundary line
along County Road 73 to the point where the line moves to the east, north, east,
north, and west returning to County Road 73, going north to that point where the
City boundary line goes to the west, south, west, north, west, and north; following
the northernmost boundary line to where the boundary line turns south and follows
Atwater St and south until the City boundary goes east to Oakridge Road, going
south on Oakridge road to Highway 7 where Oakridge Road crosses Highway 7 and
becomes 5th Avenue North, following 51h Avenue North, south to 2nd Street North,
following 2nd Street North, west to 7th Avenue North, following ]lh Avenue North,
north to 3rd Street, going west to 17th Avenue North.
Precinct 6
Starting at Smetana Road and 11 th Avenue South, west to the western City
boundary line, following the boundary line north to Excelsior Boulevard, west to the
City boundary line, following the City boundary line to Highway 7, east to 1]1h
Avenue North, south to 3rd Street South, east to 16th Avenue North, south to
Mainstreet, east to 12th Avenue South, south to Excelsior Boulevard, east to 11 th
