Subject: Medical Office Building Development in Hopkins
In early 1998, City staff met with a development group interested in constructing a
medical clinic facility in downtown Hopkins. Based on this discussion, staff encouraged
the group to continue to try and move forward with the project. Since that meeting, the
developer has been exploring various alternative locations and talking with possible
tenants. Staff has scheduled time on the March 9, 1999, work session agenda so the
developer can provide an overview of the project and answer any questions of the
Council.
. The development group for the project is AP. Keller, Inc., which offices out of Houston,
Texas. Mark Anderson, a Hopkins resident, has been dealing with some of the daily
logistics of putting the project together.
The project, as has been detailed to staff, would be a community-oriented healthcare
facility designed to meet the health care needs of the Hopkins community. There has
also been discussion about including some first level retail uses. The size of the
project would be upwards of 50,000 square feet. It is felt that structured parking would
probably need to be constructed on site to meet the needs of the project.
The following potential locations have been discussed for the project:
. Between Fifth & Sixth Avenues, north of Mainstreet
. Between Seventh & Eighth Avenues, south of Mainstreet
. Between 12th & 13th Avenues, south of Mainstreet
For a variety of reasons, the developer has now been concentrating his effort on the
last site detailed above. The developer has stated that he would probably be looking
for financial assistance from the City to facilitate the project. A specific amount has not
yet been identified, and would vary depending on the specific location.
e No immediate action is being requested of the Council at this time. It needs to be
noted that there are still a substantail number of issues that would need to be
addressed before this project would become a reality.

This letter is in response to your letter of 21 January 1999,
As you are now aware, we are currently pursuing the block between the Catholic
Church and the new theater. We believe that this block will provide the best possible
solution for all parties,
. We have met with the church to determine their needs and goals. We have met with the
Legion to determine their desires, An appraisal is currently being developed for their
property,
With the acquisition of the property on that block, the vacation of 13th Street, and the
working with the City of Hopkins and the Church, we believe we can develop a plan,
which will help resolve the parking issues of all parties and still nicely accommodate the
Clinic, In the next couple of weeks we will solidify the needed details and present a
comprehensive plan to the City of Hopkins,
We feel it important to make sure that more of the details need to be determined before
presenting the plan, This will insure that misinformation and misunderstanding are not
moved forward causing problems in the future,
Mr, Keller, Mr, Anderson, John Sheehan (Cambridge Commercial Real Estate) and I will
be in contact with you to keep you informed as to the details as they are determined.
