Subject: Blake School Additional Excelsior Boulevard Access
Backaround
At the April 9 Council worksession staff discussed two options for additional Blake
School access necessary for a future 100 stall parking lot. The parking lot will be
located just north of their ice arena. These two options are shown on the attached
. drawings. Hennepin County is opposed to the option which requires a median break at
Tyler Avenue. At the April 9 worksession City Council expressed concern that the
second option, which requires access from Harrison Avenue, would have an adverse
impact on the neighborhood. Council felt that a better understanding of Blake Schools
redevelopment plans was needed before they could further consider approving an
additional access. Blake School staff accepted an invitation to present their future
campus plans to City Council and answer questions at the May 11 th work session.
Current Status
At Blake School's request, a May 5th meeting was held with Hennepin County
Commissioner Tambornino and County staff to discuss Blake School's access
concerns. The Mayor, City Manager and Public Works Director also attended this
meeting. After much discussion, it was decided that the City and County would
consider an option of removing the raised center median from Harrison Ave to Pierce
Ave and replace it with a center, opposing left turn lane area. This option would
provide full access at Tyler Ave which Blake School is seeking. It would also provide
more room for vehicles to move out of the through lanes in order to make left turns
along this segment. The down side is that it is less safe without the raised center
median separating traffic.
. Another concern brought up by Blake School staff had to do with compensation for
approximately 1.1 acres of school property that will be taken as a result of the Excelsior
. Blvd, Phase" project. The proposed taking is shown on the attached drawing. Blake
School has asked to be compensated with contiguous land rather than money. They
would like the city to consider the property along the north side of their property. This
land is currently used as a paved bike/pedestrian trail. The land is a strip 30' wide and
approximately 1300' long, or about 0.9 acres. Blake School also expressed interest in
the property where the current Surge Water warehouse is located. This area would be
approximately 120' x 150' or about 0.4 acres.
Purpose of Worksession item
For City Council to better understand Blake Schools future plans and how they relate to
the need for additional access and the Excelsior Boulevard, Phase II project.
