regarding this intersection. At the Worksession, staff wishes to update the council on
this topic and find out if the council wants additional action.

Lake Street Bridge Replacement
The public information meeting is scheduled for 6:30 p.m. on Wednesday, October 6th - see attached
meeting notice.
Resident complaint regardina traffic safety at 5th Street South/10th Avenue South intersection
Staff met with Mr. Tom Waldack, 600 -10th Avenue South on September 16th. This was the day after
a vehicle had missed the turn at this intersection going westbound and ran up onto Mr. Waldack's
property. Staff reviewed the intersection and stated that one or two fixed object marker signs could
be placed at the corner of the intersection adjacent to his property. In addition, the double yellow
. center line could be extended further west and through the curve. This should be adequate marking
.> for a reasonable driver to stay on the curve. There is already a curve arrow sign in place for motorists
, as they approach the curve. Staff doesn't believe that 5th Street south should be rerouted as Mr.
Waldack has proposed. This would be an extremely expensive project and not warranted based on
accident history.
Frana & Sons Office Buildina proiect 2nd Avenue South at 7th Street South
Work has begun on intersection changes at 2nd Aventh St South. The existing free right turn lane will
be removed and a standard 3-legged, 3-way stop controlled, "T" intersection will be constructed. The
new curbing should be installed by October 8th. Work zone traffic control signage has been installed
to warn motorists of the road work.

Water Quality Consumer Confidence Reports
In accordance with new Environmental Protection Agency requirements, all cities must report
annually on the quality of their drinking water. The attached report will be mailed to all Hopkins
residents and businesses in about one week. The city is above the action level for copper. This
means that the city must follow special treatment procedures in order to reduce copper levels at the
tap. Accordingly, since 1997 the city has been treating our water with a corrosion inhibitor in order to
reduce absorption of copper from home plumbing systems (copper piping). The copper level has
~, fallen to 1.8 parts per million (ppm) based on water testing completed this year. The CCR report
, shows the copper level, based on 1992 testing, at 2.4 ppm. The action level is 1.3 ppm. Staff
believes that next year's report will show continued improvement in the copper level. The Minnesota
Department of Health has approved our program to reduce copper concentrations.
