The proposed changes were drafted by the Parking Task Force, which was formed several months ago. . The Parking Task Force was charged with developing maintenance/enforcement, capacity and funding recommendations. The group chose not to make a funding recommendation. They felt that City staff should discuss this issue with the commercial property owners, as they will be responsible for increased assessments to pay for the new parking system. Staff is planning to meet with the commercial property owners in the near future. The maintenance/enforcement and capacity recommendations are attached to this memo. Capacity options If you have any questions, please call me at 939-1359. memofonn PARKING TASK FORCE SUMMARY The Parking Task Force was set up as result ofa meeting held last March with downtown business owners to discuss parking issues. Over fifty people attended this meeting and approximately twenty-five of these people volunteered to form a Parking Task Force. This group was charged with coming up with recommendations for funding a new parking system, capacity issues, and maintenance/enforcement. Volunteers from the West Suburban Mediation Center facilitated a number of the meetings. A Business Census Survey followed by a Parking Needs Survey were hand delivered to the businesses located in the central business district. The information requested from these surveys included type of business, numbers of workers on-site during daytime and evening hours, whether they felt the current parking times adequate to fit their customers' needs, and other comments. This information gave the group a broader input of what the parking needs were and whether the current parking system was conducive to these different needs. Theater customers were using Lot 500A, which created a parking problem for businesses in this area that have short term parking needs. The Task Force proposed that 30 parking stalls in Lot 500A be changed from three hours to ninety-minutes in an attempt to free up Lot SOOA for short term customers. Mike Tait rejected this proposal and counter proposed that 50 stalls be changed instead of30. The Task Force approved of this proposal and 50 parking stalls were changed to 90 minute parking limits; however, not everyone was pleased with the decision made by Task Force members in attendance that day. The meetings continued with discussions regarding funding, capacity and enforcement issues. The Task Force chose not to make a funding recommendation. They felt that they were not the right group to make this recommendation and will leave the recommendation to City staff to make to the Council. It was decided that capacity was a problem. The Task Force supported the purchase of vacant property located at 35 and 37 Ninth Avenue North for the purpose of creating another public parking lot. Another option included an expansion of the St. Joseph's parking lot for public use. To review proposed changes, see the attached copies of the proposed customer parking changes, management changes, and capacity changes. An open house was held for the purpose of gaining a broader input on the above mentioned parking items. Attendance at the event was low and, as a result, the Task Force asked for more input from members of the HBCA at their last general meeting. PROPOSED CUSTOMER PARKING CHANGES All Parking Lots 31f2 hours - Currently all lots have three-hour limits Exceptions 90-min. parking area (SO stalls) in Lot 500A and Municipal Ramp has 31h parking limits Ramp VIP Pass Free daily ramp pass for seminar/convention purposes- Currently, convention/seminar attendees must purchase a $2.00 single day permit to park longer than 31f2 hours in the ramp Municipal Ramp 31f2 hour parking limit - no change Avenues 2-hour parking limit - no change Mainstreet I-hour parking limit - no change Eliminate 10 p.m. restrictions in Lots 500A, 500B, and 600 PROPOSED EMPLOYEE PARKING CHANGES One colored permit instead of the current colored-coded permit system - currently there are three types of permits with different colors to represent different parking areas More permit areas - review the possibility of an additional permit area on Tenth Avenue North and either side of Lot 500A Better/more education to employees regarding parking areas (parking maps, informational brochures, etc.) No change in parking limits for Municipal Ramp unless the option to expand St. Joseph's Church parking lot fails to happen.
