INFORMATION
The Association of Public Management Professionals of Minnesota (APMP) is a
professional organization affiliated with The Minnesota City/County Management
Association (MCMA). APMP is tailored to administrative positions that support the top
executive positions within an organization and grow that profession.
Each year, the APMP Emerging Leader Award recognizes an individual who has, through
their outstanding leadership or exemplary action, demonstrated an extraordinary
commitment to making the local government profession, their individual organization
and/or APMP better for today and the future.
Hopkins Special Project and Initiative Manager Laila Imihy was selected as the 2025
APMP Emerging Leader of the Year. Laila was selected for her broad range of
contributions to the local government profession. Laila works on regional projects that
forge partnerships across cities. Two examples are founding the ACE Internship program
and advocating for state legislation regarding housing and development. Laila is skilled at
leveraging funding, grants, and legislative attention to find mutual goals to accomplish
together. Laila is eager to learn about all aspects of city management. She has furthered the
City Council’s mission and goals with her work. The City of Hopkins is so fortunate to have
Laila on staff. Congratulations to Laila!
Tonight, staff will recognize Laila and present her with the APMP Emerging Leader of the
Year plaque.
