CR2002-50 Nine Mi Cove Sign CITY OF . ~ HOPKINS March 25, 2002 Council Report 2002-50 Nine Mile Cove Sign Proposed Action Staff recommends adoption of the following motion: Recommend that the time frame for the existinQ Nine Nile Cove directional sign in Valley Park be extended until December 31.2003. Overview. The Park Board initially approved the request for the directional sign In November of 1997. A subsequent extension was requested in October of 1999 by Ron Clark Construction for another two year time frame. A $5,000 donatIon to the park dedication fund was made for each of the two terms. Ron Clark Construction requested on March 13, 2002 that the sign be permitted for another two year extension. The park board met on March 18,2002 and recommended that the extension of the time frame for the directional sign be approved. Primary issues to Consider e . Council Report 2002-50 Page 2 Primary Issues to Consider . Have there been any concerns with the existing directional sign? The existing sign in Valley Park along State Highway 169 has been in place for four years. Staff has not received any complaints on the sign to date. The sign has been helpful in the marketing efforts of Ron Clark Construction. Concerns are that the sign not become a permanent structure in Valley Park. The sign is to be removed by December 31,2003 or earlier if marketing efforts have been successful . Will another donation to the park dedication fund be made? The time frame extension for the sign wjll not have any negative funding impacts to the City. Another $5,000 donation to the park dedication fund has been offered. . What is the time frame for this project? The extension will allow the sign to remain in Valley Park until December . 31,2003. Will any additional actions be forthcoming? . Although no additional actions are indicated, it may be anticipated that slow market conditions will continue in this upper end housing environment. If there remains a significant number of town homes to sell after December 31,2003; Ron Clark Construction may be seeking another time extension at that time. . . March 1, 2002 Ronald E. The directional sign was authorized to stay for two years, until December 31, 2001. The time frame has now expired for this sign in Valley Park. / The next meeting of the Hopkins Park Board is set for Monday, March 18th at 6:30 pm at the Hopkins City Hall. On the agenda for that meeting will be a discussion item for the directional sign in Valley Park. If you wish to give any input into any ultimate decision that may be made that night with regards to the future of this sign, you may certainly do so. ! will need any . information that you may wish to include in the agenda distribution, into my office by 2:30 pm on March 13, 2002. Hopefully the placement of this sign in Valley Park has been helpful in the overall marketing success for Nine Mile Cove. The approval was for two years tln"ough December 31, 1999. The purpose of this letter is to request a two year extension of approval. The successful marketing of this development is critical to the overall success of Nine . Mile Cove. Making the development a success will help the City of Hopkins achieve its goal for more for sale housing as wel1 as the developer in this long term relationship. We consider this sign as more of a directional sign which with its alTOW is intended to point out the location of Nine Mile Cove, This directional sign has proven to be quite effective because many of the prospective buyers tllat come to our model homes are not familiar with the area and are not aware of the Lincoln ISecond Avenue exit The sign helps them find Ollr location. Sales of our new homes at Nine Mile Cove have been slower than we projected in that we have sold 9 homes out of a total of 56 to be built. A regular meeting ofthe Hopkins Park Board was held on March 18, 2002. 1. Call to Order Chairperson M. Kuhl called the meeting to order at 6:30 P.M. II. Roll Call Present were Park Board members: Mark Kuhl, Patty Schuessler, Richard NiemmU1 and Dave Specken. Absent was Park Board Member Bill Gulbckson. Also present was Hopkins staff liaison Ray V ogtman. III. Approval of Minutes for January 14,2002. P. Schuessler moved and D. Specken seconded a motion to approve the minutes for the January 14, 2002 meeting. On the vote: M. Kuhl, P. Schuessler, R. NiemalU1 and D. Specken voted yes. The minutes were approved 4 - O. IV. The Park Board reviewed the history of the project directional sign for Nine . Mile Cove. The time frame which authorized the sign on park property had expired on December 31, 2001. The successful marketing of the Nine Mile Cove development is in the best interest of both Ron Clark Construction and the City. Sales of new homes within the Nine Mile Cove have been slower than projected, with slightly over half of the 56 units sold. Ron Clark Construction has requested a two year extension for the sign, through December 31, 2003. If the City is favorable to this extension, an additional $5,000.00 donation to the Park Dedication Fund will be made. M. Kuhl moved and P. Schuessler seconded a motion to recommend an extension of the time franle for the Nine Mile Cove directional sign until December 31, 2003. On the vote: M. Kuhl, P. Schuessler, R. NiemalUl and D. Specken voted yes. The motion was approved 4-0. A. Mirmehaha Oaks Association The Park Board members reviewed the Oaks Folks letter of February 11, 2002. This was informational only, no formal action was required. B. Hopkins Area Little League (HALL) Representatives of HALL, Steve Hacker and Kevin Thomas, were present to discuss some proposed changes to Maetzold Field. The discussion was focused on three primary topics; 1) a ventilation fan for the concession area; 2) Player bench tops or covers for fields #1 and #2, and; 3) a change to the . Maetzold Field advertising use agreement.
