NEIGHBORHOOD MEETING LEGISLATIVE POLICY
ProDosed Action.
Staff recommends the following motion: Move to approve Resolution 99-104. approving a
legislative policy to require neighborhood meetings for conditional use permit and rezoning
applications.
At the Zoning and Planning meeting, Mr. Gross moved and Mr. Szuba seconded a motion to
approve a legislative policy to require neighborhood meetings for conditional use permits and
rezoning applications. The motion carried unanimously.
Overview.
Because of a concern for informing the surrounding area when there is a development or
rezoning proposed, the attached policy will require the applicants to have a neighborhood
meeting. A meeting will be required only for conditional use permits and rezoning.
By requiring this meeting, it is hoped that issues can be worked out with the neighborhood
before the application is brought to the Planning Commission and the City Council.
A public hearing is still required, and the public will have an opportunity to provide input
and comments at this meeting.

The policy will require the following:

What was the discussion at the Zoning and Planning meeting?
Ms. Anderson stated that the language has been changed from an ordinance amendment to a
legislative policy. Ms. Anderson stated that a policy would allow some flexibility in the
meeting requirement, whereas an ordinance would not. The Commission indicated that a
legislative policy was more appropriate than an ordinance. The Commission also indicated
that this policy was a good concept.
Alternatives.
1. Approve the legislative policy. By approving the policy, applicants for conditional use
permits and rezonings will be required to hold a neighborhood meeting.
2. Deny the legislative policy. By denying the policy, applicants for conditional use permits
and rezonings will not be required to hold a neighborhood meeting.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

NEIGHBORHOOD MEETINGS
SECTION 1: PURPOSE
1.01 It is the City's intent to expand and enhance the dissemination of information to the
residents of the City and to encourage involvement by the residents in the planning
process. Applicants for development proposals that are located adjacent to or within
residential zoning districts shall hold a neighborhood meeting for conditional use permits
(excluding fences) and rezoning. The City may also require a meeting for other applicants
as determined necessary and appropriate.
SECTION 2: SCHEDULING
2.01 The applicant shall schedule the meeting at least one week prior to the Zoning & Planning
meeting. Meeting shall be scheduled Monday through Thursday evening after 6:30 p.m.
and not on an evening preceding a legal holiday and not on Halloween. The notice of the
meeting shall be sent out at least 10 days prior to the meeting. The applicant shall host the
meeting and present the project for questions and answers.
2.02 The meeting shall be held after the City has accepted the application, but prior to the
Planning Commission meeting on the application.
SECTION 3: NOTICES
3.01 Notices/invitations to the neighborhood meeting shall be sent to those names and addresses
listed on the public hearing notice list (mailing list will be provided by the City's Planning
& Economic Development department). The area of notification may be enlarged based on
the specific project.
3.02 The applicant shall make available a complete description of the request including copies
of printed materials and maps, where appropriate. The notice/invitations shall include the
following:
1. Project location map
2. Contact person, address, and telephone number
3.03 The applicant shall prepare a list of individuals present at the meeting. The applicant will
also be responsible for taking minutes at the meeting. A copy of this information will be
provided to staff the day following the meeting.
3.04 The schedule of dates for Zoning & Planning Commission, Park and Recreation
Commission, and City Council consideration should be provided, if known.
3.05 A copy of the meeting invitation shall also be sent to the members of the Zoning &
Planning Commission, City Council, and City Planner. A list of these individuals and
addresses shall be provided to the City Planning & Economic Development department.
3.06 If the applicant desires to use a room in City Hall for the meeting, this needs to be
coordinated with the City Manager's secretary.

RESOLUTION MAKING FINDINGS OF FACT AND
APPROV AL OF A LEGISLATIVE POLICY REQUIRING
NEIGHBORHOOD MEETINGS
WHEREAS, the Zoning and Planning Commission reviewed a legislative policy to require
neighborhood meetings for conditional use permits and rezonings;
WHEREAS, the procedural history of the application is as follows:
1. That the proposed policy was drafted to inform residents of proposed
developments and rezonings within the City of Hopkins before such applications
are brought to the Zoning and Planning Commission and City Council;
2. That the Hopkins Zoning and Planning Commission reviewed such application on
October 26, 1999: all persons present were given an opportunity to be heard;
3. That the written comments and analysis of City staffwere considered.
NOW, THEREFORE, BE IT RESOLVED that the neighborhood meeting legislative policy is
hereby approved based on the following Findings of Fact:
1. That the legislative policy is to protect the health, safety, and welfare of the
community.
