Staff recommends adoption of the following motion: Move that Council authorize the Mayor and City Manaoer to enter into an aoreement with Howard R. Green Company (HRG Co.) for enoineerino services for sanitary sewer rehabilitation - 3rd Street North. Overview. During the Phase I sump pump inspection program, it was determined that the 8" sanitary sewer pipe running from 14h Avenue North to 11th Avenue North could become surcharged during wet weather conditions based on the number of connections and MPCA guidelines. A year 2000 rehabilitation project was included in the current CIP. This project will increase the pipe size from 8" to 12" by utilizing a trenchless pipe replacement method called "pipe bursting". The existing clay pipe is enlarged with a hydraulic tool that is pulled through the pipe and a new polyethylene pipe is pulled behind the expansion (bursting) head. This process eliminates the need to excavate in the street other than launch pits at the manholes. There are no service pipe connections along this 3rd Street section of sanitary sewer pipe. Primary Issues to Consider. Project cost: The estimated project budget from the CIP is $70,000. The project will be funded from the sanitary sewer fund. The current project estimate is $75,000. The engineering fees are $9,100. Project schedule: The project will be designed within the next 30 days, bid opening would be in February, 2000 with construction in May - June, 2000. 'Ne have reviewed the site and note that 3rd Street North appears to be in good condition. We have also reviewed flow predictions that have been completed previously, records of correspondence between the City and residents and television inspections of lines. The proposed scope of work is to replace the existing 8" diameter VCP line with a 12" diameter plastic pipe. Our review of records has lead us to believe that the existing 8" VCP line is operating at or near capacity. Television inspection records indicate the pipe is in poor condition and many joints are being penetrated by roots, thereby causing blockages and providing a point source of infiltration and/or inflow. The periodic back-ups as reported indicate that rainfall and/or groundwater is entering the system. Replacing the existing line with a larger line (12" diameter) and seamless construction (butt-weld fusion) will provide greater capacity and eliminate extraneous flows entering through broken/cracked pipes and open joints. As such, we believe a technique known as Pipe Bursting is well suited for your project site. Pipe Bursting provides for sewer replacement without all the associated costs for surface restoration due to trench excavation. ' Sewer rehabilitation accomplished with the Pipe Bursting technique is completed in less time than with conventional trench excavation methods and surface restoration.
