First Reading of Ordinance 2002-872
Allowing Members of the Human Rights Commission
to Serve More than Two Consecutive Terms
Proposed Action
Staff recommends adoption of the following motion: Approve Ordinance 2002-872 for first reading.
This action will begin the process of amending Section 340 of the City Code to allow members o[thc
Human Rights Commission to serve more than two consecutive tenns.
Overview
The Hopkins Human Rights Commission has requested that the City Council consider modifying the
requirement that Commission members may only serve two temlS. Currently there are sevcn members
on the Commission. Two of the members will complete their second tenns in June o[this year.
Hopkins City Code, Section 340.05 provides that: "Members shall scrve no more than two consecutive
tenns. Members may be renominated after being off the Commission for one year."

Would this change prevent other individuals from being appointed to the Commission?
The Human Rights Commission can have as many as fifteen membcrs. CUlTcntly thcrc are
seven members on the Commission. Allowing members to serve more than two consecutive
terms is unlikely to prevent anyone new from serving on the Commission because of a lack of
openings on the Commission.
To help ensure that this does not happen, however, the proposed language would not allow a
member to serve beyond two ternlS if, during the member's last teml, the Commission had
fifteen members.

AN URDINANCE AMENDING SECTION 340.05 OF THE HOPKINS CITY CODE
The City Council of the City of Hopkins does hereby ordain:
Section l. The Hopkins City Code, Section 340.05 is hereby amended to
read as follows:
340.05 Terms. Members of the Human Rights Commission shall be
appointed for terms of three years. Terms shall explre on June 30th
