Expanding Scheduling Clerk Position at the Hopkins Center for the Arts.
Proposed Action
Staff recommends approval the following motion: Motion to approve the hirina of a full-
time Schedulina Clerk that will assume the responsibilities of the part-time Schedulina
Clerk and the part-time Secretary at the Hopkins Center for the Arts.
Overview
Since the Council approved the hiring of a part-time Scheduling Clerk at the HCA, it has
become apparent that it would be advantageous to the HCA operation to have a single
full-time employee performing the responsibilities of the Scheduling Clerk and the
Secretary. By consolidating the two part-time positions, the HCA will gain one full-time
employee that will be responsible for all aspects of occasional rentals. A full-time
employee, rather than two part-time employees, will be better able to keep current and
knowledgeable in the programming and the rental aspects of the HCA. This employee
will be the primary daytime public contact person for walk-in or telephoning customers.
A single employee approach is the most workable solution to the limited amount of
office space at the HCA.
Primary Issues to Consider
· Additional costs: An annual net increase to the Arts Center budget $2,600-$6,600.
This includes increased personnel costs less the savings associated with adding
only one additional employee.
There will also be a one-time savings of $4000 associated with not purchasing office
equipment, software and supplies, hiring costs, and phone line installation for a
second employee.
Administrative savings on training and supporting a second employee are not
included in the above figures.
· Scheduling Clerk grade classification: The Scheduling Clerk position is a grade 2
HMEA position. The HCA Secretary position is a grade 3 HMEA position. In
combining the two positions and adding related responsibilities, the full-time
Scheduling Clerk position will be at a grade 3. This grade level is used in the
additional cost calculation above.
· As a part of the HCA office expansion and scheduling software purchase, this
position will be posted and hired immediately so that training on the scheduling
software can begin as soon as the software arrives.
Recommendation
Staff recommends hiring a full-time Scheduling Clerk.
