RESOLUTION ELECTING TO PARTICIPATE IN THE LOCAL HOUSING
INCENTIVES ACCOUNT PROGRAM UNDER THE METROPOLITAN LIVABLE
COMMUNITIES ACT
ProDosed Action
Staff recommends approval of the following motion: Adopt resolution number 99-097. electing to
participate in the 2000 Local Housing Incentives Account Program under the Metropolitan Livable
Communities Act.
With this motion, the Metropolitan Council will be notified of the City of Hopkins' intent to
participate in the 2000 Local Housing Incentives Account Program.
Overview
The Metropolitan Livable Communities Act was enacted in June 1995 by the State Legislature as a
way to address various issues facing the seven-county metropolitan area, including the region's
overall economic competitiveness and the provision of affordable and life-cycle housing. Cities
have the option whether to participate in the Metropolitan Livable Communities Program,
administered by the Metropolitan Council. Participation allows the City competitive access to
various funding sources.
The City of Hopkins elected to participate in the program in 1996, adopted housing principals and
goals and an Action Plan, outlining how the City will meet the adopted housing goals. The Action
Plan was valid through 1998 and now will be replaced by the City's Comprehensive Plan.
Participation in the Livable Communities Program also requires the City to adopt a resolution each
year.
The intent of the financial incentive programs is to expand housing opportunities for low and
moderate income families and provide for the clean-up ofpolIuted land. The polluted land clean-up
funds were recently utilized for the Hopkins Business Center project. Staffwill recommend
applying for these funds in the future when projects warrant the assistance.
Primary Issues to Consider
Participation in the 2000 Local Housing Incentives Account Program will not cost the City and all
of our negotiated housing goals have been met. As a result, participation in the program will only
benefit the City through access to the Livable Communities Act assistance programs.
