Minutes of the March 25, 2025 Planning & Zoning Commission regular meetingHOPKINS PLANNING & ZONING COMMISSION REGULAR MEETING PROCEEDINGS TUESDAY, MARCH 25, 2025 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning & Zoning Commission was held on Tuesday, March 25, 2025 at 6:30 p.m. in the Council Chambers at Hopkins City Hall, 1010 1st Street South. Chairperson Terrill called the meeting to order with Commission Members Miller, Montgomery and Wright attending. Commissioners Fauchald and Ilstrup were absent. Also present was City Planner Krzos and Planner Howard. ADOPT AGENDA Motion by Miller. Second by Montgomery. Motion Adopt Agenda as amended. Ayes: Miller, Montgomery, Wright, Terrill Nays: None. Absent: Fauchald, Ilstrup. Motion carried. COMMUNITY COMMENT None. CONSENT AGENDA Motion by Miller. Second by Wright. Motion Approve the Consent Agenda 1. Minutes of the February 25, 2025 Planning & Zoning Commission regular meeting. Ayes: Miller, Montgomery, Wright, Terrill Nays: None. Absent: Fauchald, Ilstrup. Motion carried. PUBLIC HEARINGS 1. Request for a Zoning Map Amendment for 100 Jackson Avenue North City Planner Krzos presented a summary of Planning & Zoning Commission Report 2025-02. Cargill Incorporated, the property owner, requests a Zoning Map Amendment of 100 Jackson Avenue North from RX-TOD, Residential-Office Mix Transit-Oriented District (TOD) with a Planned Unit Development to IX-S. The requested rezoning to IX-S is the zoning designation of the large-office building parcels of Excelsior Crossings. The rezoning request was submitted in anticipation of a future development. The specific development request is not part of this application. Future development of the property will require City review of a site plan approval request. Chairperson Terrill opened the Public Hearing. No members of the public wished to speak. Motion by Wright. Second by Montgomery. Absent: Fauchald, Ilstrup. Motion carried. Motion by Wright. Second by Montgomery. Motion Approve Planning & Zoning Resolution 2025-02 recommending the City Council approve an Ordinance rezoning the property at 100 Jackson Avenue North from RX-TOD, residential-office mix TOD center with a planned unit development to IX-S, employment mix suburban center with a planned unit development. Ayes: Montgomery, Wright, Terrill Nays: None. Absent: Fauchald, Ilstrup. Abstain: Miller. Motion carried. 2. Proposed Adoption of a Hopkins Sustainable Building Policy Planner Howard summarized Planning & Zoning Commission Report 2025-04. City Council directed staff to develop a Sustainable Building Policy for the City of Hopkins. Staff developed the policy and requests the Planning & Zoning Commission make a recommendation to the City Council to adopt the policy. Chairperson Terrill opened the Public Hearing. Cody Fisher of Footprint Development spoke in favor of the policy from a developer’s perspective. Motion by Miller. Second by Montgomery. Motion to close the Public Hearing. Ayes: Miller, Montgomery, Wright, Terrill Nays: None. Absent: Fauchald, Ilstrup. Motion carried. Motion by Miller. Second by Wright. Motion Approve Planning & Zoning Resolution 2025-03 recommending the City Council Approve the Hopkins Sustainable Building Policy with the revision to make the criteria for building size 10,000 sq. ft. instead of 15,000 sq. ft. Ayes: Miller, Wright, Terrill Nays: Montgomery. Absent: Fauchald, Ilstrup. Motion carried. NEW BUSINESS 1. Review of Concept Plan for Footprint Development City Planner Krzos summarized Planning & Zoning Commission Report 2025-03. Footprint Development requests Concept Plan review for a proposed two-phased development along Mainstreet. The concept proposes an initial phase consisting of a HOPKINS PLANNING & ZONING COMMISSION REGULAR MEETING PROCEEDINGS TUESDAY, MARCH 25, 2025 38-unit three-story multi-household apartment building at 501 Mainstreet and a surface parking facility at 15 – 6th Avenue North. The second phase is a 33-unit three-story multi-household apartment building at 525 Mainstreet. The Footprint Development team shared more information on their background, past projects and the current concept proposal. Discussion by the Commission was generally supportive of the proposed development and the quality of the design. The Commission encouraged the developer to find a solution to find a solution to address any parking concerns. They also emphasized the importance of the pedestrian experience along the frontage of the building. Next steps include approval of a Purchase and Development Agreement by the HRA and City Council. After the agreement is in place, the developer is expected to submit a formal land use application later this year. ANNOUNCEMENTS City Planner Krzos updated the Commission on past projects and upcoming agenda items.
