CR 99-191 Approve Engineering Services Agreement Thermotech Storm Sewer CITY OF ~ September 29, 1999 HOPKINS Council Report 99-191 APPROVE ENGINEERING SERVICES AGREEMENT THERMOTECH STORM SEWER Proposed Action Staff recommends adoption of the following motion: Move that Council accept a consultant services proposal from SEH-RCM Engineering for design, plans, and bidding services related to storm sewer improvements adjacent to the Thermotech building and authorize plans to be drawn up. Overview A 2-pond flood storage was installed west of the Thermotech building in 1993. In 1994 a more extensive project was undertaken at Thermotech to upgrade box culvert facilities in Nine Mile Creek. A final project that has languished in the City's CIP is to connect the two projects as the last link in addressing localized flooding. Staff is prepared to undertake the remaining project. Location map ~~ James Gessele Engineering Superintendent ANALYSIS Project history and scope Previous to the extensive 1994 box culvert projects on Nine Mile Creek, two ponds were established west of the Thermotech Property. The two pond system was installed to immediately address localized flooding around the several commercial buildings in that area. The view was to provide some flood storage in the ponds and to provide an outlet into Nine Mile Creek once the larger creek box culvert projects were finished. Indeed, a 36u storm pipe was stubbed into the Thermotech property between the building structure and the adjacent Soo Line Railroad from the huge creek culvert undertaking for future use. The scope of the proposed project is to connect to the 36u stub and install storm pipe between the Thermotech structure and the Soo Line Railroad westward to an intake structure within the first storage pond west of the building. Engineering service costs Staff' approached SEH-RCM Engineering for a proposal because of their previous design work on the earlier two components of the local storm drainage system. RCM has extensive knowledge of site characteristics and,flooding issues in the area as well as some design work already in hand. SEH-RCM submitted a proposal for services from design through project bidding at a cost not to exceed $13,560. This is based on a preliminary construction cost estimate of $120,000. The SEH-RCM proposal then equates to roughly 11% for engineering services through the bidding phase. This is within the industry standard of roughly 12%. The CIP earmarks the Storm Sewer Utility as the funding source for this project. I i I I I , I I I I Recommendation Staff has reviewed the proposal and finds it meets the City's needs and is fair and reasonable in cost. Please review these tasks to see if you concur with our analysis of what needs to be done to prepare this project for construction.
