Staff members Steve Mielke and Lori Yager were in attendance. The meeting was called to order by Mayor Redepenning at 6:30 p.m. Finance Director Yager provided a presentation to the City Council on the 1999 proposed budget. Outlined in the proposal were revenues and expenses from all City funds, as well as detailed information about the general fund. Following the presentation, Mayor Redepenning opened the budget hearing to the public. There being no one in attendance to comment, a motion was made by Council Member Maxwell and seconded by Council Member Hesch to close the public hearing. The motion passed unanimously. Discussion followed by the Council regarding the presentation. A request was made for the staff to provide property valuation increase information by neighborhood to the Council, as well as a report on unexpected revenues and where they go when received. Ms. Yager indicated she would provide a report to the Council on that topic. . There being no other business, Council Member Maxwell moved and Council Member Jensen seconded a motion to adjourn. The motion passed unanimously. The meeting was adjourned at 7: 15 p.m. Respectfully submitted, Steven C. Mielke City Manager . MINUTES OF THE CITY COUNCIL WORK SESSION December 8,1998 ". All members of the Hopkins City Council were present, as well as City Manager Steve Mielke. The meeting was called to order by Mayor Redepenning at 6:30 p.m. HOPKINS VILLAGE APARTMENTS The first item was an update of the Hopkins Village Apartments. Residents Betty Ann Murphy and Regis Yunkers, as well as Charlie Warner of Community Action for Suburban Hennepin (CASH) provided and update to the City Council on the progress being made toward a permanent solution to the Hopkins Village Apartments situation. Mr. Warner stated that a buyer has been identified for the building (Community Housing Development Corporation-Richard Brustad) and that it was possible that a cooperative may be formed for ownership and/or management of the facility by the residents. He indicated that based on the current plans, rents would not be going up, renovation of the building would be done using state dollars, and they intended to close the deal before the end of the year. He stated the property would be a 4D property and would contain both 236 and Section 8 units. He also stated the property would pay property taxes. ASSESSMENT POLICY The next item was a discussion of the assessment policy. Steve Stadler, Public Works . director, reviewed with the Council an assessment policy revision, which includes language in Section 11.04 that caps assessments at 120 percent of the average per foot assessment on the previous three similar street projects. He also stateed that asphalt milJing and overlay, as weJI as pavement reclamation, would be assessable items as part of reconstruction projects. He stated that they did review the option of deferring assessments in a situation where a property is already being assessed for street or alley improvements and stated that the City Attorney indicated it would not be possible to defer assessments, except as otherwise provided in the statutes which pertain solely to persons 65 years or older or of a permanent and total disability. After discussion the Council ordered no additional direction, but requested information on the Minnetonka system of street reconstruction policies. DISCUSSION OF COUNTY ROADS 73 AND 5 INTERSECTION Mr. Mielke outlined a report by the 73 & 5 Task Force. Bill Smith ofBiko Associates and Mr. Stadler participated in the presentation. Mr. Mielke outlined the goals, which were identified through the task force process and provided an overview of the proposed design of the 73 and 5 intersection. Jerry Lavin and Ed Anderson of the 73 & 5 Task Force were present and provided comments from the Task Force perspective as well as from the neighborhood perspective. Mr. BiJI Cullen of the BeHgrove neighborhood was also in attendance. Mr. Anderson stated that increasingly through the . neighborhood process the neighborhood is becoming concerned about cut-through traffic in the Bellgrove neighborhood and is recommending that action steps be taken to reduce cut-through traffic. They also stated that the association was in favor of the proposed improvements, assuming they are constructed as detailed in the 73 and 5 Task Force recommendation. LEGISLATIVE PREVIEW Representative Betty Folliard and Senator Steve Kelley were present to discuss with the City Council the upcoming legislative session. Senator Kelley stated that he felt the top three priorities for the legislative session would include a tax. cut/rebate, dealing with higher education, and spending time on K-12 education. The Council discussed a variety of to pies with the legislators, including Y2K, affordable housing, and local government revenues. It was indicated that the Council would enjoy meeting with the legislators at the conclusion of the legislative session. 1999 BUDGET The next item was a discussion of the 1999 budget. Lori Yager, Finance director, and Jim Genellie, Assistant City Manager, were in attendance to discuss the budget. Jim Genellie reviewed a report on the Assessing Division of Community Services and the cost savings potential if the City were to contract with the County for those services. After discussion, the Council directed the City manager to not initiate changes with the County for assessing and instead to establish a special work session at the end of January to establish goals and priorities of the City Council and to help the City Council state . where it wants to spend its budget to meet the stated goals. Mr. Mielke suggested January 26 for the special work session. There being no other business, the motion was made by Council Member Johnson and seconded by Council Member Maxwell to adjourn. ACCEPT FEASIBILITY REPORT ORDER PUBLIC HEARING ALLEY RECONSTRUCTION PROJECT 98-14 Proposed Action Staff recommends the following motion: Move that Council adopt Resolution 98-094, Resolution Orderinq Public Hearinq, Alley Reconstruction, Pro-ject 98-14. This action continues an assessable project for alley upgrading. Overview City Council at its December 1 meeting authorized staff to undertake a feasibility study concerning the reconstruction of alleys in north Hopkins in the 300 block between 12th/13th Avenues and the 400 block between 14th/15th Avenues. The report . is completed and now submitted for Council review and action. Staff will be conducting neighborhood information meetings in advance of the public hearing to discuss alley reconstruction policy, costs and special assessments. Analysis . Report findings and recommendations The alley in the 300 block between 12th/13th Avenues North and one in the 400 block between 14th/15th Avenues North are both deemed to be substandard improved alleys. They are bituminous surfaced roadways heading more and more into disrepair and requiring greater levels of maintenance. Storm runoff from rear residential lots 1S impaired because of substandard design. Both alleys are identified in the 1999 ClP for reconstruction with concrete pavement. The report recommends reconstruction with concrete to a 12-foot width and with installation of oversized turning radii at the street intersection to accommodate City vehicles. The report recommends costs to be assessed in accordance with City policy (80%-20% split), that the City assume its share of costs to be funded by the storm sewer utility and that the balance of costs be specially assessed. . . Public information Staff has scheduled public information meetings to inform property owners of project details. The meeting date is January 20. . Staff recommendations Staff recommends accepting the feasibility study and ordering a public hearing for February 2, 1999. . . FEASIBILITY REPORT CONCRETE ALLEY PAVING CITY PROJECT NO. 98-14 Introduction The City of Hopkins' 1999-2003 Capital Improvement Plan (ClP) includes an alley paving project for each year within the plan. For 1999, staff determined that the alley between 12th and 13th Avenues from 2nd to 3rd Street North and between 14th and 15th Avenues North of 4th Street North required upgrades with concrete paving due to the poor drainage and deteriorated condition of those alleys. The City Council reviewed these proposed alley paving improvements during their review of the CIP, and subsequently authorized staff to begin the initial analysis of the improvement upon their approval of the 1999-2003 elP. Background The alleys in the 400 block between 14th/15th Avenues North and 300 block between 12th/13th A venues North are presently considered improved but substandard. Their surface consists of one to one and one half inches of bituminous paving with less than adequate drainage characteristics from the propel1ies to the alleys. The combination of a poor pavement section and inherent . drainage problems has led to the increased rate of deterioration of the alleys. The result is that levels of maintenance have grown larger. Proposed Improvements The proposed alley improvement projects are presented on Exhibit 1 and 2, attached. The projects provide for the construction oC a concrete pavement surface 12 feet wide and 6 inches thick, in accordance with the City of Hopkins' concrete alley construction standard. The existing bituminous driveways will be sawcut and restored with bituminous driveway pavement upon completion of the concrete alley paving. There will be no sod restoration within the limits of this project. Any turf restoration required by the project will be accomplished with black dirt and seed. The concrete alley paving will consist of an inverted crown section, which is slightly depressed in the center to allow storm runoff within the alley section versus ponding in the adjacent properties. The pavement grade will be established to direct the runoff to the respective 3rd and 4th Streets North. it is anticipated that all new alley construction will be limited to the existing 14 foot right of way ; however, driveway and parking lot restoration will extend up to two feet beyond the limits of the . existing public right of way. The construction will also require the replacement of the concrete apron at intersections with City streets. -- - . Proposed Funding It is proposed that the concrete pavement project be assessed in accordance with the City of Hopkins' current assessment policy, wherein 80% ofthe cost is assessed to abutting properties and 20% is funded as a City cost. It is further proposed that the City's portion of the costs be paid entirely from the storm sewer utility fund, in accordance with City policy. It has been determined that the fairest method to assess this project is on a linear footage basis, and that the maximum lineal assessment for an oversized residential property shall be based on 75 feet. Assessment for average 50 ft. lot $1,760 $1,636 Recommendations The project is necessary to correct maintenance problems caused by inadequate alley paving. Maintenance problems include 11igh maintenance costs for patching and other problems associated with poor drainage. The project is cost effective and it is part of the City's annual alley paving program. The City plans for necessary capital improvements ammally to coordinate other work and ensure that necessary improvements are provided in a timely and cost-effective manner. . . The concrete alley paving project is technically feasible from an engineering standpoint and it is reconunended that the City Council accept the project engineer's feasibility report as outlined herein, and order the improvement made, subsequent to holding a public hearing. CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 98-094 RESOLUTION ORDERING PUBLIC HEARING ALLEY RECONSTRUCTION PROJECT 98-14 WHEREAS, The City Council authorized and directed the City Engineer to prepare a report with reference to the aforesaid improvement, and WHEREAS, the City Engineer has caused to be prepared the aforesaid report for improvements in the 300 Block between 12th/13th Avenues North and the 400 Block between 14th/15th Avenues North, NOW, THEREFORE BE IT RESOLVED by the City Council of Hopkins, Minnesota: 1. The Council will consider the aforesaid improvements in . accordance with the report and the assessment of abutting property for all or a portion of the cost of the alley improvements pursuant to Minnesota Statutes Chapter 429 at estimated total costs of $77,400 for Project 98-14. 2. A public hearing will be held in the Council Chambers of the City Hall at 1010 First Street South on Tuesday, the 2nd day of February 1999, to consider said improvements. The hearing time is 7:30 p.m. The City Clerk shall give mailed and published notice of said hearings and improvements as required by law.
